HomeMy Public PortalAbout01655REPEALED BY ORDINANCE NO. 1804 O R D I N A N C E NO. 1655 AN Ordinance, repealing Ordinance No. 1364 adopted July 29, 1965, which regulated employer and employee relations between The Metropolitan St. Louis Sewer District and all employees in the classified service by providing a classification and compensation plan, and enacting a new ordinance on the same subject in lieu thereof, with an emergency clause. WHEREAS, the Civil Service Commission has approved revised classification of positions and the compensation schedules to supersede those provided by Ordinance No. 1364 preserved by the Civil Service Rules and Regulations, and WHEREAS, the Civil Service Commission has recommended adoption of such revised plans in keeping with the provisions of the Civil Service Rules and Regulations. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. Ordinance No. 1364 adopted July 29, 1965 is hereby repealed and superseded. Section Two. Classification Plan. (a) There is hereby adopted as the official pay schedule for all classification grades of all positions in the classified service as set forth in Section Two the following ranges of salary for each rates are taken from equivalent grades in Schedule IIA. -12- Section Four. Transition to Revised Salary and Wage Schedules. On the first date specified in Section Three above, compensation adjustments shall be made as follows: 1. Each incumbent of a classified position, in classes whose class grade as specified in Section Two above, is the same as it was in the Ordinance that is hereby repealed, shall be paid in the same grade and step in Schedules IA and IB as they are currently being paid, except that those employees who are now in one of the longevity steps in the current salary schedule shall be paid in that longevity step in Schedule IA which would give them an increase of about 5%. 2. Each employee shall be paid at least the entrance rate (Step 1) of the class grade as specified in Section Two above. 3. Each incumbent of a classified position, in classes whose class grade as specified in Section Two above, is one numerical grade higher than it was in the ordinance that is hereby repealed, shall be paid in the step in Schedules IA and IB that will give him an increase in pay of about 5% over his present rate. 4. Each incumbent of a classified position, in classes whose class grade as specified in Section Two above, is two or more numerical grades higher than it was in the Ordinance that is hereby repealed, shall be paid at the step in Schedules IA or IB in the salary grade specified for his class in Section Two above that will give him an increase of about 10% over his -13- present rate. 5. Each incumbent of a classified position whose position has been reallocated from one class to a higher class in the classification plan shall be paid in the step in Schedules IA or IB in the range for the higher class that will give him an increase of about 10% over his present rate. On the second date specified in Section Three above, each incumbent of a classified position shall be paid in the same grade and step in Schedules IIA or IIB as they were paid in Schedules IA or IB. Section Five. It is found and hereby declared that the difficulty in filling vacancies in the classified service and the loss of well qualified employees by resignation because of compensation which fails to meet the requirements of Plan Section 8.070 creates an emergency within the meaning of the Plan. Accordingly, this ordinance shall take effect immediately upon its enactment. The foregoing Ordinance was adopted September 7, 1967. -14-
