AN ORDINANCE, amending Ordinance No. 1213, as adopted
September 10, 1964, and amending the Civil Service Rules adopted
by Section Two of said ordinance, by repealing and enacting new
subsections in lieu thereof subsections of Section Two numbered
11.2 (b) 1, 2; 13.1; 13.2 (c); 13.3; 13.7 (c, d, e, f, and g);
13.8 (a and b); 14.1 (a); and 14.9, with an emergency clause.
WHEREAS, the Civil Service Commission held a public
hearing October 25, 1968, on a substantial number of revisions of
the Civil Service Rules and is considering the revisions further
before approving them, and
WHEREAS, the Commission recommends the immediate
adoption of certain of these revised rules already approved by it,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Section Two of Ordinance No. 1213 as
adopted September 10, 1964, is hereby amended by striking from it
subsections 11.2 (b) 1, 2; 13.1; 13.2 (c); 13.3; 13.7 (c, d, e, f,
and g); 13.8 (a and b); 14.1 (a); and 14.9 and enacting new
subsections carrying the same identification numbers, the new
subsections to read as follows:
11.2 LAYOFF
b. Order of Layoff
1.Temporary, emergency and provisional employees
shall be laid off before probationary
employees, and probationary employees before

regular employees. Regular employees shall
be laid off according to seniority and the
most recently appointed employee to be laid
off first.
2.Seniority means length of continuous service
with the District and authorized leave of
absences shall not constitute a break in
seniority. Seniority for regular employees
shall be credited from the last date of
entering service with the District and shall
be by classification within a department. If
an employee's seniority is considered within
a department for reassignment to a lower
rated job of the same general class for which
he is fully qualified, the rate of pay will
be adjusted accordingly. At no time,
however, will any employee by virtue of
seniority be considered for a similar
position in another department except through
certification by the Director of Personnel;
another position in the department which is
completely dissimilar with respect to duties
and responsibilities; or any higher rated job
regardless of the department, division, or
section.

13.1 COMPENSATION SCHEDULES
The pay of employees occupying classified positions shall be on
the basis of the schedule of biweekly pay rates
prescribed by Ordinance for the respective classes
of positions, subject to the other provisions of
this Rule. Each pay grade shall consist of a
range of pay rates including an entrance rate, one
or more intermediate rates, and a maximum rate.
Each pay grade shall be accompanied by at least a
two-step longevity range.
13.2 BASIS OF PAY RATES
c. Compensation of Temporary Employees
Temporary appointees shall be paid at the hourly rate equivalent
to the entrance rate of the pay grade
specified for their respective classes of
positions times the number of scheduled hours
of employment. Hourly rates shall be
computed by dividing the biweekly pay
schedule by eighty.
13.3 PAYMENT OF COMPENSATION
All compensation for positions in the classified service shall be
paid biweekly. Midnight Sunday shall constitute the
close of the pay period and employees shall receive
their pay no later than 120 hours after the close of
the second week in each pay period. In the event that
an employee's services are terminated, or he has been

employed for occasional or emergency work, the
Personnel Director may authorize immediate pay to such
employee upon termination of service without waiting
for the regular biweekly pay date of the District.
13.7 WORKING HOURS AND OVERTIME COMPENSATION
c. Compensation for Overtime Work
Overtime shall be calculated to the nearest half-hour. Only
overtime work which has been authorized by
the department head shall be recognized as
compensable overtime work. Time and one-half
of the employee's regular rate of pay shall
be paid for all work performed in excess of
eight hours per day, or forty hours per week.
d. Reporting of Overtime Work
Each department head shall maintain departmental records of all
authorized overtime work.
e. Eligibility for Overtime Compensation
All classified employees in classes allocated to pay grades 1
through 16 shall be eligible to be paid for
authorized overtime work. Classified
employees in positions in pay grade 17 and
above shall not be entitled to be paid for
overtime work, but may be granted time off to
handle personal business as the requirements
of the service permit.

f. Call-Back Pay
Labor and trades employees below pay grade 17
who are called back to perform work or render service outside
their regular working hours shall, for each
such occurrence, be paid a minimum sum equal
to compensation for three hours at the
appropriate rate of compensation. This
minimum pay provision shall not apply to any
work performed or services rendered
immediately before or after the regularly
scheduled work of an employee and without
interruption or cessation except for meals.
g. Stand-by Pay
Employees may be placed on a stand-by basis to provide services
during emergencies. Such stand-by duties
shall consist of all off duty hours between
8:00 a.m. Monday and 8:00 a.m. the following
Monday. Employees so assigned shall be
compensated for such assignment in the amount
of eight (8) hours pay at their regular rate
of pay for the stand-by period. Work
actually performed during such stand-by
assignments shall be compensated as provided
in (c) and (f) above. Should an employee
assigned to stand-by not be available when
called for emergency duty, he shall forfeit

stand-by pay for the entire period and should
such failure be repeated be subject to such
other disciplinary action as otherwise provided in these Rules.
13.8 HOLIDAYS a. Compensation for Absence on Holidays
All classified employees of the District shall receive their
regular compensation for the following
holidays or part thereof: New Year's Day -- January 1 Washington's Birthday -- February 22 Memorial Day -- May 30 Independence Day -- July 4 Labor Day -- First Monday in September Veteran's Day -- November 11 Thanksgiving Day --As designated by the President of the United States or Governor of Missouri Thanksgiving Friday --The Friday following Thanksgiving Day, as designated above Christmas Day -- December 25 Special Holidays --Other days designated by

the Executive Director and approved by the Board of Trustees
When a holiday falls on an employee's scheduled day off, the
employee's closest scheduled workday shall be
considered a holiday. Any employee absent
without authorized leave with pay on one or
both of his scheduled workdays immediately
preceding and following the holiday shall not
be compensated for the holiday.
b. Compensation for Work Performed on Holidays
All classified employees in the District service who are required
to work on one of the holidays listed above
shall be paid for time worked and, in
addition, shall receive the regular
compensation for the holiday. 14.1 VACATION LEAVE a. General Provisions
Vacation leave with pay is granted to employees for the purpose of
rehabilitation and restoration, and
maintenance of work efficiency, and should be
granted annually insofar as possible.
Vacation schedules shall be established by
department heads, but if the workload of the

employee's organizational unit makes the
granting of vacation leave impracticable and
undesirable, such vacation leave may be
withheld at the discretion of the appointing
authority.
Vacation leave so withheld shall accrue to the employee's credit
notwithstanding the provisions for a maximum
accumulation of such leaves, but shall be
granted and taken as soon as possible after
the maximum permissible accumulation has been
reached.
Employees with greater seniority within their classification shall
normally have first choice for selecting
vacation times within their department.
14.9 ABSENCE FOR JURY DUTY
When subpoenaed for jury duty, all regular employees of the
District shall be allowed leave with pay for the
absence required under such subpoena.
Section Two. An emergency is hereby declared to exist
because of the immediate need to regulate relations between the
District and its classified employees. Accordingly, this
ordinance shall take effect immediately upon its enactment.
