HomeMy Public PortalAbout07/19/05 Special CCM229 MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF JULY 19, 2005 The City Council of Medina, Minnesota met in special session on July 19, 2005 at 6:08 p.m. at the Medina City Hall. Mayor Bruce Workman presided. Members present: Weir, Workman, Cavanaugh, Smith Members absent: Brinkman Also present: City Administrator Chad Adams, City Planner Rose Lorsung, Planning Consultant Sarah Schield, Police Chief Ed Belland, Public Works Director Jim Dillman, City Engineer Tom Kellogg, City Attorney Ron Batty. Work Session — Elements of Public Financing for Public Improvements — Ryan Companies Workman encouraged the Council to make a decision on the level and use of TIF for the Ryan project as it is affecting staff, as well as Council resources. Adams provided an overview of the purpose of the meeting and to encourage direction from the Council on their consensus to use a specified amount of TIF and other terms for the project. Batty reviewed the memo included in the packet and clarified that the items listed in the memo involve the primary options available for terms with the developer. Weir stated that the project is losing momentum. She added she may be open to considering the 15 years for the project. Cavanaugh discussed the possibility of using assessments, and deferring them until future development as an option. He added he was more comfortable with the 10 years because it places more risk on the developer. Dick Brooks, Ryan Companies stated the difference in costs (funding gap) is $1.2 million. Callister discussed TIF financing options, the differences between 10 and 15 years at varied percentages, as well as comparisons with Uptown Hamel. Discussion was held on the term of the Ryan project (10 or 15 years) and the implications. Workman requested final comments and added he is willing to go with an additional $500,000 up to 15 years. Weir stated Ryan must meet part/half of the way, otherwise it is too ambitious of a project. Cavanaugh restated that a portion of the costs that directly relate to other properties should be looked at to spread to other properties, is open to look at more years, and desires the inflation rate change from conservative analysis of 3% to 5% with the developer taking all of the risk. Smith stated that the public service costs should be factored in to the decision and should not be spent entirely on infrastructure. She added that the south frontage road should not be removed from the project to save costs. Brooks stated they will sit down with staff/Mayor and work out.
