HomeMy Public PortalAboutResolution 2020-58, Conditionally Authorize Assessment Of Storm Water Drainage & Management Under SCC & Entrance Hwy 67RESOLUTION 2020-58 A RESOLUTION TO CONDITIONALLY AUTHORIZE AN ASSESSMENT OF STORM WATER DRAINAGE AND MANAGEMENT UNDER SCC DRIVE AND ENTRANCE AT HWY 67 WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and operating under the laws of the State of Iowa, and; WHEREAS, throughout the year, the City has been notified of excessive mud appearing at the intersection of the entrance of Eastern Iowa Community Coliege's Belmont Campus (SCC Entrance) and Highway 67 (State Street), resulting in hazardous conditions for vehicular traffic, cyclists and other users of the Mississippi River Trail which also intersects at that location, and; WHEREAS, on several instances this past year, the City has had to notify the Dean of Facilities of Scott Community College and request that the mud and debris resulting from out -of -control storm water be removed from the affected intersection, and; WHEREAS, the City has collaborated with the City of Bettendorf to provide temporary relief in the area by removing excess water, mud and other debris, and; WHEREAS, the Mayor has met with SCC's Dean of Facilities and the City Engineer to discuss jointly working on developing a long-term solution to address the problems presented by excessive storm water as well as finding a way to improve drainage of the system through the culvert areas and ditches along Hwy 67 that are the City's responsibility to maintain, and; WHEREAS, the first step in developing a plan is to comprehensively assess the nature and extent of the problem with the storm water drainage system under the drive leading to the SCC campus from Hwy 67, and; WHEREAS, the Dean of Facilities for SCC has agreed to present the attached scope of work document from MSA Professional Services (Exhibit "A") and request the college to provide half of the funds required to complete the assessment and develop the proposed plan, and; WHEREAS, the cost of services to be provided by MSA should not exceed $1 1,000 and be completed no later than October 15, 2020, and; WHEREAS, the City's budget for FY21 includes $10,000 for expenses related to installing public wi-fi in Volunteer Square Park (as shown in the major projects memo presented to Council on Tuesday, July 14, Exhibit "B"), since the certification of the budget, interest in this project has waned, and; (con) RESOLUTION 2020-58 - A Resolution to Conditionally Authorize an Assessment of Storm Water Drainage and Management Under SCC Drive and Entrance at Highway 67 WHEREAS, the remaining $1,000 required to complete this project can be paid for out of the "Contingency" budget in the Storm Water Management section of the Public Works budget (the contingency budget is $10,000). NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, Section 1. That the City Council of Riverdale, Iowa agrees in principal that responsibility for evaluating, repairing and maintaining the storm water management system running under the drive to Scott Community College, through the culvert and ditches along Highway 67 and under the street toward the river is the joint responsibility of both the college and the City. Section 2. That the City Council of Riverdale, Iowa authorizes the Mayor and City Administrator to negotiate a joint -payment arrangement for the assessment of the storm water management system with the administration of Scott Community College and affect a plan for the timely completion of the assessment as outlined in the scope of work document presented herein. Section 3. Even though an assessment of the situation is approved with this action, the City Council of Riverdale, Iowa reserves the right to review and approve or disapprove forthcoming proposals for construction or rehabilitation of the storm water management system underlying and surrounding the drive to Scott Community College, the culvert and ditches along Highway 67 and under the street toward the river, at its discretion following a more, in-depth review. APPROVED ATTEST Michael Bawd= Mayor Katie Enloe,DeputyCl erk a e C erk SCOPE OF WORK UNDERSTANDING: College Drive (map named as Belmont Road) provides access to Pleasant Valley High School and Scott Community College from State Street. It intersects State Street with another Arconic entrance on the south side of State Street. At this same intersection, the Mississippi River Trail (MRT), which parallels State Street on the north side, crosses College Drive. The storm water conveyance for College Drive is a storm sewer system. The discharge from this sewer system is to a ditch and then to a culvert located beneath the MRT. This ditch is filled with sediment. The storm water conveyance for State Street is also a storm sewer system. However, the discharge from lands on the north side of State Street is to a roadside ditch and then to culverts that convey the runoff to the south side of State Street. The roadside ditches are poorly maintained during the growing season. Thus, the ditches have become blocked by plant growth, accumulated sediment, and debris. Conveyance capacity through these ditches is limited. The City and Scott Community College are interested in determining if there is a source of sediment that requires correcting. In addition, both the City of Riverdale and Scott Community College are also interested in improving the storm water conveyance through this area in a manner that will be easier to maintain than the current roadside ditches, and will function better than the current drainage system. In order to provide a plan to improve the storm water conveyance in this area, MSA proposes to evaluate two alternative methods of improving conveyance, reducing sediment accumulations, and preventing further surcharges of the College Drive storm sewer system. Our Process As these projects are developed, they will be presented to the City Council one more time for review and discussion. If you have any additional thoughts or questions on these projects, or if you think we should re -align priorities and delay any of these projects, the discussion period is the perfect time to offer your opinion. The next time you'll see something will be when it's determined that staff requires final approval from the Council to commit the City to a contract for services.
