AN ORDINANCE, amending Rule 13 of the Civil Service
Rules of The Metropolitan St. Louis Sewer District, as adopted by
Ordinance No. 1850, by substituting the word "Tuesday" for the
word "Monday" in Rule 13.7g and by substituting certain Mondays
for days of the month for the Washington's Birthday, Memorial Day,
and Veteran's Day paid holidays in Rule 13.8a.
WHEREAS, the Civil Service Commission has recommended
the following amendments of Rules 13.7g and 13.8a of the Civil
Service Rules,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The Civil Service Rules of The
Metropolitan St. Louis Sewer District, as adopted by Ordinance No.
1850, are hereby amended by striking the word "Monday" from Rule
13.7g and inserting in lieu thereof the word "Tuesday" and by
striking "February 22," "May 30" and November 11" from Rule 13.8a
and inserting in lieu thereof respectively, the words "Third
Monday in February," "Last Monday in May" and "Fourth Monday in
October."
Section Two. Said Rules 13.7g and 13.8a as hereby
amended shall read as follows:
13.7 WORKING HOURS AND OVERTIME COMPENSATION
g. Stand-by Pay
Employees may be placed on a stand-by basis to provide
services during emergencies. Such stand-by duties
shall consist of all off duty hours between 8:00 a.m.
Tuesday and 8:00 a.m. the following Tuesday. Employees
so assigned shall be compensated for such assignment in
the amount of eight (8) hours pay at their regular rate
of pay for the stand-by period. Work actually
performed during such, stand-by assignments shall be
compensated as provided in (c) and (f) above. Should
an employee assigned to stand-by not be available when
called for emergency duty, he shall forfeit stand-by
pay for the entire period and should such failure be
repeated be subject to such other disciplinary action
as otherwise provided in these Rules.
13.8 HOLIDAYS
a. Compensation for Absence on Holidays
All classified employees of the District shall receive their
regular compensation for the following holidays or part
thereof:
New Year's Day--January 1
Washington's Birthday--Third Monday in February
Memorial Day--Last Monday in May
Independence Day--July 4
Labor Day--First Monday in September
Veteran's Day--Fourth Monday in October Thanksgiving Day--As designated by the President of the United States or Governor of Missouri Thanksgiving Friday--The Friday following Thanksgiving Day, as designated above Christmas Day--December 25

Special Holidays--Other days designated by the Executive Director and approved by the Board of Trustees

When a holiday falls on an employee's scheduled day off, the
employee's closest scheduled workday shall be considered a
holiday. Any employee absent without authorized leave with
pay on one or both of his scheduled workdays immediately
preceding and following the holiday shall not be compensated
for the holiday. The foregoing Ordinance was adopted February 22, 1971.
