AN ORDINANCE authorizing and directing the Executive
Director to lease certain real property of The Metropolitan St.
Louis Sewer District, lying in the City of St. Louis, Missouri, to
the Proler Corporation of St. Louis, Missouri, a Texas
corporation, licensed to do business in the State of Missouri, and
to execute a leasehold agreement upon the conditions hereinafter
set out.
WHEREAS, The Metropolitan St. Louis Sewer District,
hereinafter called Lessor, has acquired certain improved real
property in the City of St. Louis incident to its public functions
and responsibilities, said property being for anticipated future
expansion of existing facilities and located in City Block 2520 of
the City of St. Louis, and
WHEREAS, the Proler Corporation, hereinafter called
Lessee, is desirous of leasing from Lessor a portion of said
improved real property on terms and conditions as hereafter
generally set forth, and
WHEREAS, Lessee intends to use said property to operate
a shredding plant to convert junked automobiles, abandoned
refrigerators and other metallic waste into high-grade scrap to be
used in making new steel, and
WHEREAS, abandoned automobiles are one of the most
conspicuous solid waste disposal problems, and
WHEREAS, the operation of this shredding p]ant will
recycle waste junk back into new steel which will help stop the
indiscriminate waste of one of our natural resources and find a
use for the abandoned or junked automobiles that are littering our
streets and countryside.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The Metropolitan St. Louis Sewer
District does hereby lease to the Proler Corporation, upon the
general terms and conditions hereinafter set forth, the following
described real property: A lot of ground in block No, 2520 of the City of St. Louis, beginning at a point in the South line of Angelica Street 100 feet East of the East line of Hall Street or the East line of property conveyed to St. Louis Merchants Bridge Terminal Railway Company by deed from John H. Overall recorded in Book 1249, Page 290, thence Eastwardly along the South line of Angelica Street 541 feet 6 inches, more or less, to the West line of property now or formerly of Cecelia R. Neuhoff; thence Southwardly along the West line of property now or formerly of Cecelia R. Neuhoff 154 feet 2-1/2 inches, more or less, to the North line of property now or formerly of Lorenzo Realty Company; thence Westwardly along said North line of property now or formerly of Lorenzo Realty Company, 517 feet 6-1/4 inches, more or less, to a point 94 feet East of the East line of Hall Street or the East line of property now or formerly of St. Louis Merchants Bridge Terminal Railway Company; thence Northwardly along said East line of property now or formerly of St. Louis Merchants Bridge Terminal Railway Company 145 feet 6-1/4 inches, more or less, to the South line of Angelica Street and the point of beginning, A lot in block No, 2520 of the City of St. Louis, beginning at a point in the South line of Angelica Street distant 75 feet West of the West line of the Wharf as established by Ordinance No. 5403, said point also being where the West line of property is conveyed to the St. Louis Merchants Bridge Terminal Railway Company by deed recorded in Book 6365, Page 487 intersects said South line of Angelica Street; thence West along said South line of Angelica Street 825 feet, more or less, to the East line of property now or formerly of Henry B. Hegger; thence South along said East line of property now or formerly of Henry B. Hegger, 154 feet 2-1/2 inches to the North line of property now or formerly of Lorenzo Realty Company; thence East along said North line of property now or formerly of Lorenzo Realty Company 823 feet 1

inch, more or less, to the West line of property conveyed to the St. Louis Merchants Bridge Terminal Railway Company by deed recorded in Book 6365, Page 487; thence North along said West line of property conveyed to said St. Louis Merchants Bridge Terminal Railway Company 161 feet, more or less, to the South line of Angelica Street and the point of beginning.
Section Two. The lease term shall commence on April
15, 1971 and continue for twenty-five (25) years to April 15,
1996, at the rental of One Thousand Two Hundred Seventy-seven and
75/100 Dollars ($1,277.75) per month, or a net yearly rental of
Fifteen Thousand Three Hundred Thirty-three Dollars ($15,333.00).
Section Three. The Executive Director is hereby
authorized and directed to execute in behalf of the District a
Lease giving effect to Sections One and Two hereof and embodying
such general terms and conditions.
