Public Safety Committee Meeting
Call to Order
The September 28, 2017 Public Safety Committee meeting convened at 7:35 a.m. by
Councilman Schreiber in Councilman Graham's absence.
Attendance
Present: Committee Members: Councilman Schreiber, Councilman Kemna, and
Councilwoman Ward.
Guests: City Administrator Steve Crowell, Police Chief Roger Schroeder, Assistant Fire
Chief Matt Bowden, Assistant Fire Chief Jay Niemeyer, Division Fire Chief Jerry
Blomberg, Cole County Emergency Management Coordinator Bill Farr, Cary
Gamphert and Curtis Goben (Architects Alliance), and MUFRTI Director David
Hedrick and Assistant Director Kevin Zumwalt.
Approval of Minutes
Councilwoman Ward made a motion to approve the minutes of the April 17, 2017 and June 29,
2017 meetings. Councilman Kemna seconded the motion. Minutes were approved.
Discussion of Agenda Items
NEW BUSINESS:
The agenda was amended to hear new business first. Assistant Fire Chief Bowden, representing
Chief Schofield who is away working with FEMA to provide disaster relief, introduced David
Hedrick, the Director of the University Fire Rescue Training Institute, and Kevin Zumwalt, the
assistant director. Mr. Hedrick stated that the Summer Fire School would be moving back to the
University for economic reasons. He wished to recognize MUFRTI's relationship with the
Jefferson City Fire Department and thank them for hosting Summer Fire School in the past. On
Chief Schofield's behalf, Assistant Chief Bowden accepted a plaque of recognition from Mr.
Hedrick.
Also on behalf of Chief Schofield, Assistant Chief Bowden accepted a plaque recognizing and
honoring Chief Schofield for his service and dedication to the Summer Fire School presented by
Director Hedrick and Assistant Director Kevin Zumwalt.
Division Fire Chief Blomberg advised that Director Hedrick has announced his retirement and
offered congratulations and appreciation, on behalf of the Fire Department, for his service.
OLD BUSINESS
Assistant Fire Chief Bowden introduced Cary Gampher and Curtis Goben with Architects
Alliance, who gave an update on the proposed new Fire Station 2. They presented a schematic
design report which included a review of the grounds and facility. They also presented an
overview of the project budget with an estimated construction cost of between $3,500,000 and
$3,800,000, which did not include the cost of the optional features of a police dedicated room

and future apparatus bay. Proceeds from the sale of the current station 3 were also not considered
in the cost of the project. The building would include a conference room with access to
restrooms that could be used as a community room. Those using the room would enter directly
from the outside and would not have access to the rest of the building. Storm water catchmen t
areas would be included on site.
Councilwoman Ward made a motion to move the Fire Station 2 project onto the Finance
Committee for their review. Councilman Kemna seconded the motion. Motion approved.
OTHER BUSINESS
Fire Department Update
Division Fire Chief Blomberg advised the application process for firefighters has closed. They
received 161 applications, with 87 being moved onto the testing which will be held next week.
Candidate interviews will be held in two weeks.
The Fire Department will host a water rescue class in mid-October.
Police Department Updates
Chief Schroeder stated Jefferson City Public Schools Superintendent Larry Linthacum thanked
the police department and the Fraternal Order of Police for their donation of 120 backpacks for
school children.
The Eclipse events went very well. The department put considerable effort into planning for the
events.
Animal Shelter Veterinarian Dr. Thiele has returned from maternity leave.
On September 10th, Operation Bugle Boy held a Patriot Sunday First Responder Chicken Dinner
to show their appreciation for public safety servants.
Jefferson Bank held an appreciation BBQ for the police department on September 14th in the
police department's training room. Stacey Backues and President Ken Theroff, along with other
bank personnel organized the event.
The Friends of the Animal Shelter held a Fast & Furry 5K. There were 128 participants and they
raised over $3,700 for animal enrichment supplies and the Low Cost Spay & Neuter program.
National Night Out was recognized locally on September 14th. Officers attended several
Neighborhood Watch group parties. Several parties were also held the following week.
Citizen Police Academy is scheduled to begin on October 5th. Applications have been slow to
come in, and if there are not at least 15, the class will be cancelled.
There have been several homecoming events. Lincoln University held activities last week, Helias
High School this week, and Jefferson City High School will hold theirs next week.

Other Updates
Councilman Schreiber stated he had attended three of the Neighborhood Watch parties. He
complimented the officers on their professionalism, and stated the citizens appreciated and
enjoyed their visit with the officers.
Cole County Emergency Management Coordinator Farr stated he had heard many positive
comments about the Eclipse, and people had expressed they felt secure during the event. There
were many events this summer, with the So Long Summer Fest, which were held this past
weekend, being the last planned event.
Councilman Kemna participated in a ride-a-long with Sgt. Miles and complimented him on his
professionalism. He enjoyed the interaction.
Chief Schroeder advised Captain Clark and Lt. Williams represented him at the town hall
meeting held the previous night to discuss local racial issues. Councilman Kemna stated he
attended, as well as Councilwoman Ward, and Councilman Graham. Councilman Henry
participated on the panel. Councilman Kemna advised the next town hall meeting is scheduled
for October 9th.
Adjourn
Councilwoman Ward made a motion to adjourn the meeting. Councilman Kemna seconded the
motion. The meeting was adjourned at 8:32 a.m.
