O R D I N A N C E NO. 2260
AN ORDINANCE repealing Ordinance No. 2078 adopted August 26, 1970,
which prescribed a compensation plan for all employees in the classified
service, and enacting a new ordinance on the same subject in lieu thereof, with
an emergency clause.
WHEREAS, the Civil Service Commission has recommended adoption of
the following new compensation schedules to supersede those provided by
Ordinance No. 2078,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Ordinance No. 2078 adopted August 26, 1970, is hereby
repealed.
Section Two. The pay schedule which follows is hereby adopted and
prescribed for all classification grades of all positions in the classified
service on and after August 1, 1971.
Section Three. Notwithstanding any inconsistent provisions in
the Civil Service Rules for the permanent administration of classification and
compensation, the compensation of each classified employee, except as otherwise
provided in this ordinance, shall be adjusted to a rate of pay in the
appropriate schedule and grade in this Ordinance for the class of position
coincident with the employee pay status as prescribed in Ordinance No. 2078,
hereby repealed; PROVIDED, no present employee's bi-weekly salary is reduced;
and, further providing that the Director of Personnel shall establish a proper
salary adjustment so that each employee, other than those in probationary pay
status is accorded a pay increase, effective August 1, 1971, no less than the
equivalent of one full pay step above the normal rate of pay in effect prior to
the adoption of this ordinance. Employees (other than those currently in a
probationary pay status or subsequently receiving an advancement in pay for
outstanding service or classification upgrading, or receiving an appointment
through demotion, recall, promotion, transfer, reinstatement, or original
appointment) shall not have any additional pay increase for a year period
beginning August 1, 1971.
Section Four. Any classified employee serving a probationary
period following an original or promotional appointment shall receive a pay
adjustment in accordance with the new rates provided in this ordinance
effective August 1, 1971, or effective on date of appointment if later, and
upon the satisfactory completion of the probationary period the pay rate of the
employee shall be advanced to the next higher step attainable in the base pay
range for the class to which his position is allocated.
Section Five. The longevity increments paid at a bi-weekly
scale of pay in Grade 1 through Grade 29 shall be extended to afford additional
compensation not to exceed the equivalent of the normal rates specified in
longevity ranges accompanying the base ranges prescribed in the compensation
schedules which follow and commensurate with the salary adjustments provided
for in Section Three of this Ordinance.
Section Six. An employee who is regularly assigned to work on a
shift basis shall be paid as follows: (1) employees on the second shift shall
receive premium pay at the rate equivalent to one full step above the normal
rate for time worked on the second shift; (2) employees on the third shift
shall receive premium pay at the rate equivalent to two full steps above the
normal rate for time worked on the third shift.
Section Seven. It is found and hereby declared that the

difficulty in filling vacancies in the classified service and the loss of well-
qualified employees by resignation because of compensation which no longer
meets the requirements of Plan Section 8.070 creates an emergency within the
meaning of the Plan. Accordingly, this Ordinance shall take effect immediately
upon its enactment.
