HomeMy Public PortalAbout02327 O R D I N A N A C E NO. 2327 AN ORDINANCE ending Ordinance No. 1850 as adopted February 20, 1969, and amending the Civil Service Rules of The Metropolitan St. Louis Sever District adopted by Section Two of said ordinance by repealing subsection 13.6 thereof and enacting a new subsection in lieu thereof to be known as subsection 13.6, with an emergency clause. WHEREAS, the Civil Service Commission of The Metropolitan St. Louis Sewer District held a public hearing on July 21, 1972, on the proposed revisions of the Civil Service Rules, and WHEREAS, the Commission recommends the immediate adoption of the revisions as hereinafter set out, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. Section Two of Ordinance No. 1850 as adopted February 20, 1969, is hereby amended by repealing subsection 13.6 thereof and enacting a new subsection carrying the same identification number, the new subsection to read as follows: 13.6 ADVANCE WITHIN A PAY RANGE a. Advancement on Completion of Probation Upon satisfactory completion of the probationary period after initial appointment or promotion, and written recommendation by the appointing authority, the pay rate of the employee shall be advanced to the next higher step in the pay range for the class to which his position is allocated, effective at the beginning of the first full bi-weekly pay period following the end of the probationary period. b. Subsequent Periodic Advancement Subsequent periodic advancement shall be based on favorable written recommendations by the appointing authority, using the standard employee evaluation procedure instituted by the Director of Personnel and approved by the Civil Service Commission. Each employee shall be advanced one increment within the base pay range on the anniversary date of his probationary pay increase, effective at the beginning of the next following pay period, providing his employee evaluation rating for the preceding twelve months has been "Meets Requirements" or better, until the maximum base rate is reached if paid on Schedule B, or until t]e third base rate is reached if paid on Schedule A. For employees paid on Schedule A, increases to the steps in the base rate above the third step will be granted on written recommendation only if the employee evaluation report for the previous twelve months has been higher than "Meets Requirements." c. Advancement for Outstanding Performance In recognition of an employee's outstanding performance and unusual progress in carrying out his duties, the appointing authority may recommend and the Executive Director may approve one or two additional increments 3 within the base range within any twelve month period. Such increases shall not affect the employee's anniversary date for ordinary annual increases. d. Recognition of Long and Faithful Service The salary schedules make provision for longevity rates to be used for financial recognition of long and faithful service where opportunities for promotion are limited and where there is no provision for further advancement in pay range. An employee will become eligible for longevity rates, as set out in subsection (1) or (2) below, provided he has received the maximum rate of pay for a period of at least one year in the class to which he is assigned; and, providing that the employee receives a performance report showing an evaluation of "Meets Requirements," or better, for the service period immediately preceding his eligibility for longevity rates. Such rates shall be applied as follows: 1.Any employee in a position paid under Schedule "A", who has completed five years of continuous service and who meets the requirements for eligibility as set out above, shall be advanced to the first longevity step for the pay grade assigned to his class; similarly, the employee shall be advanced to the second, third, and fourth longevity rates, after having completed continuous service of eight, eleven, and fourteen years, respectively. 4 2.Any employee in a position paid under Schedule "B", who has completed four years of continuous service and who meets the requirements for eligibility as set out above, shall be advanced to the first longevity step for the pay grade assigned to his class; similarly, the employee shall be advanced to the second longevity step after having completed continuous service of six years. 3.Such increase will become effective at the beginning of the first full bi-weekly pay period following either the applicable anniversary date of employment, or the twelve months of service at the maximum rate if later. Section Two. An emergency is hereby declared to exist because of the immediate need to regulate relations between the District and its classified employees. Accordingly, this Ordinance shall take effect immediately upon its enactment, and the provision contained herein shall take effect on August 1, 1972. 5 The foregoing Ordinance was adopted August 29, 1972.
