REGULAR COUNCIL MEETING, NOVEMBER 6, 2017
CALL TO ORDER
The Regular Council Meeting of November 6, 2017, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward and Wiseman
Absent: None
A quorum was declared present.
Mayor Tergin welcomed Ms. Emily Donaldson who was appointed on October 16 to
the position of City Clerk upon the retirement of Phyllis Powell on January 5.
ADOPTION OF THE AGENDA
A motion was made by Councilman Mihalevich, seconded by Councilman Prather, to
adopt the agenda as amended by moving Resolution RS2017-14 to be taken up under
item 4(b). The motion to adopt as amended was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mr. Gaspare Calvaruso and Ms. Lorelei Schwartz of Capital Region Medical Center
thanked the Council for recognizing the recent amendments to the Comprehensive
Plan for the Southside / Old Munichburg area approved by the Planning & Zoning
Commission. A staff presentation was made by Senior Planner Eric Barron to show the
amendments which had been made. The Mayor and Council thanked Mr. Calvaruso
and Ms. Schwartz for spearheading the effort to see this issue accomplished.
Mayor Tergin announced that the Council would now take up Resolution RS2017 -14.

A motion was made by Councilman Graham to adopt Resolution RS2017-14 as
presented, seconded by Councilwoman Ward, and approved unanimously by the

at Hawthorn Bank West on Amazonas; and November 8 at Mid-America Bank in

Veterans’ Day Events scheduled to be held on Friday, November 10:
o 9:30 A.M. at Freedom’s Corner, Annual Veterans Event
o 11:00 A.M. in the Capitol Rotunda, Capital Veterans Council Annual Event
Thursday, November 30, Annual Mayor’s Christmas Tree Lighting at Rotary Park
On Saturday, November 4, the Dedication of the Gold Star Memorial at the State
Capitol Building was held, with Lt. Gov. Mike Parsons held the first -ever Veterans
Kick-Off Week in conjunction with that event
On Friday, November 3, Watertown Sgt. Jeffrey Pugliese received a
proclamation from the City for his heroism in connection with capture of the
Boston Marathon Terrorists
Mayor Tergin encouraged participation in the December 6 Power House Polar
Plunge in Downtown Jefferson City to raise funds for Special Olympics
Staff Announcements:
Public Works Director Matt Morasch announced that the Capitol Avenue project
is nearing its completion and a ribbon cutting ceremony has been scheduled for
Wednesday, November 15 at 11:00 A.M. at Capitol Avenue and Jackson
Parks, Recreation & Forestry Department Director Todd Spalding announced a
ribbon cutting ceremony on Thursday, November 9 at 2:00 P.M. for the tennis
court project at Dunklin and Lafayette
Mr. Spalding also announced a ribbon cutting for the tennis court project for
November 13 at 4:00 P.M. for the metal arch at the McCarty / Marshall Greenway
trailhead
Council Announcements:
Councilman Mihalevich announced a Finance Committee meeting for Thursday,
November 9 at 7:30 A.M.

Councilman Schreiber announced that on November 5 the Charter Chapter of
the Grand Army of the Republic Sons of the Union Veterans induction at the
national cemetery

Ms. Jane Beetem made a presentation and distrib uted a handout regarding the School
Street Historic District. She announced a meeting would be held on Wednesday,

November 8 at the High Street Retreat at which staff and some Council Members would
be present to answer questions and present information to those interested in this issue.

There were no other new business items at this time.
APPROVAL OF CLOSED SESSION MINUTES
A motion was made by Councilman Prather, seconded by Councilman Schreiber, to
approve the October 16, 2017, Closed Session Minutes. The motion was approved
unanimously by the following roll-call vote:
