REGULAR COUNCIL MEETING, NOVEMBER 20, 2017
CALL TO ORDER
The Regular Council Meeting of November 20, 2017, was convened at 6:00 P.M. by
Mayor Carrie Tergin.
ROLL CALL
The f ollowing Council Members were present for the roll call:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward and Wiseman
Absent: None
A quorum was declared present.
Mayor Tergin welcomed Ms. Emily Donaldson who was appointed on October 16 to
the position of City Clerk upon the retirement of Phyllis Powell on January 5.
ADOPTION OF THE AGENDA
A motion was made by Councilman Henry, seconded by Councilman Prather, to adopt
the agenda. The motion to adopt as was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin recognized the Helias Lady Crusaders Volleyball Team as the 2017
State Volleyball Champions. Team captain, Regan Bruns and varsity coach, David
Harris were invited to speak on behalf of the team, on the team’s accomplishments
both on and off the court.
Mayor Tergin then recognized the City’s November Outstanding Employees, Buster
Schrage and Jill Brenner of the GIS Department. City Administrator Steve Crowell
presented the awards.
PUBLIC HEARINGS
a. 1310 Edgewood Drive – Amendment to Final PUD Plan
i. Associated Pending Bill 2017-87
A staff presentation was made by Sonny Sanders, Director of Planning & Protective
Services.

Mayor Tergin then opened the floor for public testimony on the issue. Seeing no one to
speak on the issue, Mayor Tergin declared the evidentiary portion of the public hearing
concluded and stated the Council would now take up the associated pending bill.
2017-87 sponsored by Councilman Graham, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PUD
PLAN AMENDMENT FOR PROPERTY LOCATED AT 1310 EDGEWOOD DRIVE.
Bill 2017-87 was read third time by title, placed on final passage, and passed by the
following roll-call vote as Ordinance 15744:
Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Nay: None
APPOINTMENTS BY THE MAYOR
There were no appointments recommended at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
a. Councilman Mihalevich invited Diane Gillespie of the Convention & Visitors
Bureau (CVB) to present the CVB budget. Ms. Gillespie presented a
comparison between the 2017 and 2018 budgets.
b. Rev. Cassandra Gould, Quinn Chapel, re Reading Room –Mayor Tergin
invited Rev. Gould to update the Council on the Reading Room’s progr ess. Rev.
Gould also thanked Mayor Tergin and Councilman Henry for attending the
Reading Room’s ribbon cutting, and invited the Council Members to sign up for
celebrity readings. Council Members were also invited to the December 18th
community dinner from 5:00 P.M. to 7:00 P.M. Mayor Tergin then presented
Rev. Gould with a book, signed by the Council Mem bers.
c. Lt. Christopher White, Salvation Army, re Red Kettle Campaign –Mayor
Tergin invited Lt. White to the floor to present the Salvation Army’s most
important fundraiser, the Red Kettle Campaign. The Salvation Army has bell
ringers at sixteen sites across Jefferson City, and 17 counter kettles at various
locations across Jefferson City. Those interested in volunteering as a bell ringer,
can sign up on-line or call 573-635-1975.
d. Jane Beetem, Wyn Harrison, and Jenny Smith, re School Street
Presentation – Mayor Tergin invited Mrs. Beetem to update the committee on
their progress towards having the State Street neighborhood designated as a
historic neighborhood. Mr. Harrison and Ms. Smith then addressed the council to

voice their support for a School Street Historic Neighborhood District. After a
lengthy discussion with Council Members, a motion was made.
MOTION 1: A motion was made by Councilman Henry, and seconded by
Councilwoman Wiseman for the City to pursue selling the property at 408
Lafayette with a provision to sell in 60 days. The motion passed by the following
roll-call vote:
Aye: Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward,
and Wiseman
Nay: Fitzwater
MOTION 2: A motion was made by Councilman Prather, and seconded by
Councilman Shreiber to forward a consideration to the Parks Commission to sell
the properties at 602 E. McCarty, 623 School St., and 41 0 Lafayette. The
motion passed by the following roll-call vote:
Aye: Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward,
and Wiseman
Nay: Fitzwater
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Mayor Announcements and Events
Mayor Tergin provided details of the following activities and events in which she had
recently participated, and events which would occur in the near future:
Annual Chamber Prayer Breakfast was held on Wednesday, November 22nd.
Christmas Tree Lighting at Rotary Park scheduled for Thursday, November 30.
Downtown Living Windows scheduled for Friday, December 1, 6 P.M. – 9 P.M.
Christmas Parade scheduled for Saturday, December 2, 4:30 P.M.
Human Relations Commission has received several applications and will likely
appoint at the December Administration meeting.
A ribbon cutting was held on November 13th at the metal arch at the McCarty /
Marshall Greenway trailhead.
A ribbon cutting ceremony was held on Thursday, November 9 at 2:00 P.M. for
the tennis court project at Dunklin and Lafayette
The Capitol Avenue Street Scape Ribbon Cutting ceremony was held Wed.
November 15th, at 11:00 A.M. at Capitol Avenue and Jackson.

The Marine Corp Ball was held last week with guest of honor, Rocky Sickmann.
Special Olympics, First Annual Power Hour Plunge scheduled for December 6th
at 4:30 P.M. in downtown Jefferson City.

A motion was made by Councilman Prather to approve the Consent Agenda as
presented, seconded by Councilman Graham, and approved unanimously.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Fire Chief Matt Schofield presented a brief fire safety presentation in honor of Fire
Safety month.
Mayor Tergin and City Administrator, Steve Crowell dressed in costume to announce
the success of the City’s United Way campaign, with City employees raising
$20,000.00.

Mayor Tergin announced that the Bugle Boy event is scheduled for December 4th.
