AN ORDINANCE repealing Ordinances No. 909, adopted
January 11, 1963, and No. 2465, adopted August 10, 1973, and
enacting a new ordinance in lieu thereof on the same subject,
providing a participating group insurance plan for officers and
employees, and establishing a revised schedule of benefits and
payroll deductions therefor.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Ordinance No. 909, adopted January 11,
1963, and No. 2465, adopted August 10, 1973, are hereby repealed
effective August 1, 1974, and a new ordinance in lieu thereof
hereby enacted, also effective August 1, 1974, without, however,
altering or extinguishing the legal relationships established by
such ordinances.
Section Two. The District hereby extends to all
officers and employees as defined in Section Three hereof, the
benefits of participating group insurance as compensation for
services in addition to salaries, compensation and benefits
otherwise provided by ordinance. The net premium cost to the
District shall not exceed eighty per cent (80%) of the aggregate
of the individual premiums for employee medical insurance and
employee life insurance of participating officers and employees.
Section Three. Eligible officers and employees shall be
all officers and employees who are subject to ordinances
prescribing salaries, vacations, sick leave or other compensation
or benefits, except the following:
1. Those serving on temporary or emergency appointments.
2. Those paid on daily, hourly, or per-performance rates.
3.Those having served less than three months since date of
original appointment.
Section Four. Except for such reduction in benefits at
age 65 as may be customary and necessary, the benefits hereunder

B. Accidental death and dismemberment insurance shall be
an amount equal to the life insurance, (A. above).
C. For various types of medical care, the maximum amounts
shall be as follows: hospitalization room and board $26.00 per
day, $1,820.00 maximum per disability; miscellaneous
hospitalization charges maximum $300.00 per disability; ambulance
benefit $30.00; surgical $300.00 maximum schedule; maternity,
normal delivery $500.00 caesarean section $1,000.00, miscarriage
$250.00; maternity major medical coverage applicable after $300.00

deductible amount; in-hospital doctor visits $4.00 per call,
maximum $280.00; diagnostic X-ray and laboratory $50.00 maximum in
any twelve-month period (non-scheduled); maximum payment for
emergency accident $100.00; major medical $25,000.00 maximum with
automatic reinstatement of $1,000.00 annually.
Group coverage hereunder shall be convertible into an
individual insurance policy on termination of employment on such
terms as are provided in the Group Insurance Contract.
Section Five. There shall be deducted from the
earnings of each participating officer and employee twenty per
cent (20%) of the premiums for his individual employee medical
insurance coverage and individual life insurance coverage. Such
deduction shall ordinarily be made in equal installments from
earnings for the first and second pay periods ending within each
calendar month. The aggregate of such deductions from each
payroll shall be transferred to the "Group Insurance Account" as
previously established by Ordinance No. 909. All group insurance
premium payments from the District treasury shall be made from
such account.
Section Six. The amount of the District's group
insurance participation with respect to any officer or employee
shall not be considered as taxable income to him and it shall not
be deemed to be a part of his compensation for tax reporting
purposes, notwithstanding that for the purposes of this ordinance
such participation shall be considered partial compensation for
services rendered to the District.

Section Seven. Except for the accounting procedures
hereinabove provided, the administration of the group insurance
plan shall be vested in the Personnel Department. The Personnel
Director, with the approval of the Executive Director, is
authorized to prescribe rules and regulations not inconsistent
herewith for efficient administration of the plan.
Section Eight. The Secretary-Treasurer shall submit to
the Board of Trustees not less than three proposals for providing
group insurance coverage meeting the standards herein set out or
as otherwise specified in ordinances setting both the general
procedures for providing for the District's insurance coverage. He
shall solicit duly authorized insurors having local facilities for
processing claims, prescribing such uniform specifications as he
may consider appropriate.
