HomeMy Public PortalAbout07/19/2011 Special CCM169 MEDINA CITY COUNCIL MEETING MINUTES OF JULY 19, 2011 The City Council of Medina, Minnesota met in special session on July 19, 2011 at 6:00 p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN. I. Call to Order Members Present: Crosby, Siitari, Weir, Pederson, Martinson Members Absent: None Also Present: Interim City Administrator Doug Reeder, Finance Director Jeanne Day, Police Chief Ed Belland, City Planner Dusty Finke, Public Works Superintendent Steve Scherer, City Attorney Ron Batty and City Engineer Tom Kellogg II. Resolution Adopting a Benefit Policy for City of Medina Employees Interim City Administrator Reeder presented the proposed resolution adopting changes to the City of Medina benefit policy. The changes concerned the cost of health insurance to the City and restricts the amount of annual cost the City will have to pay for employee health insurance. Moved by Weir, seconded by Pederson, to adopt the resolution adopting a benefit policy for the City of Medina employees. Motion passed unanimously. III. Amendment to Personnel Policies for Termination Compensation Interim City Administrator Reeder presented the City Council with changes to the city personnel policies concerning compensation at the time employment with the city is terminated. The Council discussed the changes and directed staff to bring back a revised policy to the August 3rd City Council meeting. IV. Discussion of Off -Premise Signage City Planner Finke presented the City Council with a proposal to revise the sign ordinance to allow off -premise signs in some cases. After discussion, the City Council directed staff to return with an ordinance amending the sign ordinance to allow off - premise signs under certain circumstances. V. Construction Manager Contract for Public Works Facility Medina City Council Special Meeting Minutes July 19, 2011 170 Interim City Administrator Reeder presented the proposed construction management contract with RJM Construction for the management of the proposed Public Works facility. The City Council had previously selected RJM Construction as the best firm to manage the project for the City and now considered the contract prepared by the City Attorney. The City Council discussed the contract and agreed to it. Moved by Siitari, seconded by Weir, to approve the construction manager contract documents with RJM Construction and authorize the City Administrator -Clerk and Mayor to execute the contract. Motion passed unanimously. VI. Adjournment Moved by Weir, seconded by Martinson, to adjourn the meeting at 6:55 p.m. Motion passed unanimously. G 6 T. M.
