Second by Ice VOTE: 7-0-0 DISCUSSION 1. Brewster VFW application -David Lay Application for "new or renewal (we have no "renewal application" DPCP put application on hold Could be amendment to current application Every 3 years More or less a project within the building-does not put him out of compliance Does it now give him 3 years? Written as application for "patio cover" -specific Question- will there be service outside?- not planning on it according to Mr. Lay Miller: Motion to approve requested application for paved area where tables are (behind area where white fence) Staley: second VOTE:7-0-0 2) Clarification of Reporting format Careful with a-mail- informational purposes. WQRC Meeting 04-16-10 Page 1 of 3 Violating Open Meeting law Reasonable Way of reporting; "clarification" very succinct-last page ,could be sent to Jay Merchant or anyone we need this type of information- inventory control This format looks like it would work Further discussion Bennett- 2009 Solid Waste report, Cape Sand and Recycling-please with report (Feb 15, 2010) Was not communicated to this Board Full discussion by Dave Bennett regarding this reporting process and documentation of what was going on. Doesn't clearly represent his progress Is this report a regular thing? YES, annually No problem if this is done yearly....WQRC happy with this, 3~d party review of this (checklist) Hughes: MOTION that report from Jay Merchant (Solid Waste Disposal report) be presented on a yearly basis Miller: second VOTE: 7-0-0 Sue Leven -Clarification regarding WQRC/Planning Board area regarding "Sand and Gravel" mining Spoke to Anterinelli/Daniels regarding the operation as 2 separate businesses- Mr. Everson was requested to speak to his client regarding addressing Zoning issues. Please respond to Building Department issues. 3) Bennett Environmental -Bill Hughes: Motion to approve the bill of April 9, 2010 as presented for $25.00 Miller: Seconded VOTE: 7-0-0 OTHER BUSINESS Hughes- has Daniels had presented 2"d results? Everson- reporting testing, BRL (below reportable limits) Retest MW2-April 7t -same results reported, Low flow technique/ results BRL. Confirm March results Hughes- no longer a reportable spill? Everson -apparent sampling error. Lewis- is your contract up? Everson- yes Required to test on a regular basis- to be REMINDED by Nance Ice Planning Board should be sent a copy of permit as they apply-up to compliance Peno and Trent have been sent FINES- through Brewster Police Dept. /through Clerk Magistrate 32 boats inside fenced area (by Victor Staley) Fines going out TODAY 21 days to address and pay/21 days further -aggrieved) Town Counsel has suggested "progression" Go to the MAX in fines What is the next step? Bennett- filed for Ocean Edge- storm water drains/ has been completed WQRC Meeting Page 2 of 3 04-16-10 ACTION ITEMS Ice Check on VFW full WQRC application DONE Ice Request this report from Jay Merchant on a yearly basis as per his WQRC certificate DONE conditions Staley Letter to several regarding Sand and Gravel Leven research exact issuance of Planning Board vs, WQRC Ice Remind Jay; May testing of wells is due, request through DEP to relax monitoring requirements.
