AN ORDINANCE repealing Ordinance No. 2647, adopted
August 28, 1974, and enacting a new ordinance in lieu thereof on
the same subject, providing a group insurance plan for officers
and employees, including a schedule of benefits, with an emergency
clause.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Ordinance No. 2647, adopted August 28,
1974, is hereby repealed effective August 1, 1975, and a new
ordinance in lieu thereof hereby enacted, also effective August 1,
1975, without, however, altering or extinguishing the legal
relationship established by such ordinance.
Section Two. The District hereby extends to all
officers and employees as defined in Section Three hereof, the
benefits of group insurance as compensation for services in
addition to salaries, compensation and benefits otherwise provided
by ordinance. The DistrIct shall pay one hundred per cent (100%)
of the aggregate of the individual premiums for employee medical
insurance, employee life insurance and accidental death and
dismemberment insurance of officers and employees.
Section Three. Eligible officers and employees shall be
all officers and employees who are subject to ordinances
prescribing salaries, vacations, sick leave or other compensation
or benefits, except the following:
1. Those serving on temporary or emergency
appointments.
2. Those paid daily, hourly or per-performance rates.
3. Those having served less than three months since
date of original appointment.
Section Four. Except for such reduction in benefits at
age 65 as may be customary and necessary, the benefits hereunder
shall be as follows: A. B. Accidental death and dismemberment insurance shall be
an amount equal to the life insurance, (A. above).
C. For various types of medical care, the maximum amounts
shall be as follows: hospitalization room and board $26.00 per
day, $1,820.00 maximum per disability; miscellaneous
hospitalization charges maximum $300.00 per disability; ambulance
benefit $30.00; surgical $300.00 maximum schedule; maternity,
normal delivery $500.00 caesarean section $1,000.00, miscarriage
$250.00; maternity major medical coverage applicable after $300.00
deductible amount; in-hospital doctor visits $4.00 per call,
maximum $280.00; diagnostic X-ray and laboratory $50.00 maximum in
any twelve-month period (non-scheduled); maximum payment for
emergency accident $100.00; major medical $50,000.00 maximum with
automatic reinstatement of $1,000.00 annually; after $2,500.00 of
covered charges have been incurred within a calendar year which
are payable at 80% major medical pays 100% of covered charges
(other than those for mental and nervous conditions and dental
conditions) subsequently incurred within that calendar year which
are not required to satisfy a deductible.
Group coverage hereunder shall be convertible into an
individual insurance policy on termination of employment on such
terms as are provided in the Group Insurance Contract.
Section Five. The amount of the District's group
insurance participation with respect to any officer or employee
shall not be considered as taxable income to him and it shall not
be deemed to be a part of his compensation for tax reporting

purposes, notwithstanding that for the purposes of this ordinance
such participation shall be considered partial compensation for
services rendered to the District.
Section Six. Except for the accounting procedures
hereinabove provided, the administration of the group insurance
plan shall be vested in the Personnel Department. The Personnel
Director, with the approval of the Executive Director, is
authorized to prescribe rules and regulations not inconsistent
herewith for efficient administration of the plan.
Section Seven. This Ordinance being for improvement of
benefits in the District's employee benefit group insurance and
thus being necessary for the protection of District employees,
constitutes an emergency within the meaning of the Plan, and this
Ordinance shall be and become effective immediately upon its
adoption. The foregoing Ordinance was adopted August 1, 1975.
