AN ORDINANCE TO AMEND.SECTION 7.04 OF THE TIFFIN
ZONING ORDINANCE TO ADD BICYCLE PARKING REQUIREMENTS
BE IT ENACTED by the City'Council of the City of Tiffin, Iowa:
Section I. Purpose: The purpose-of this ordinance is to amend Section 7.04 of the.Tiffin Zoning
Ordinance in order to add requirements regarding bicycle parking.
Section II. Amendment: Section 7.04 of the Tiffin Zoning Ordinance is hereby amended
as follows:

whole number five bedroom

The parking of trucks, vans, or cars, accessory to a permitted business, when used in operation of the permitted
business as listed in Districts C-1 B, C-2B, C-10, C-20, and C-1 S, are be limited to vehicles of not over one and one-
half.(1%) tons capacity when located within one hundred fifty (150) feet of a residential district boundary line, or
stored, parked,or otherwise confined to the premises overnight.
1. Retail Use:
5 spaces for first 1,000 sq.ft.
4 spaces for second 1,000 sq.ft.
} _ 3 spaces for each 1,000 sq.ft thereafter;or
5 spaces per business and additional one parking space
for each employee,whichever is greater
Exceptions: Restaurant Establishments and Recreation such as
Swimming Pools:

3. Office use:
5 spaces for first 1,000 sq.ft.
6 space's for second 1,000 sq.ft
3 spaces for 1,000 sq.ft thereafter or
5 spaces per business plus one additional parking space for each
employee,whichever is greater.
Bicycle Parking: 15%
4. Health, Medical and Care Facilities
6 spaces for first 1,000 sq.ft
5 spaces for second 1,000 sq.ft.
2 spaces for each 1,000 sq.ft thereafter; or
12 spaces per building plus one additional parking space for each
employee,whichever is greater
Bicycle Parking: 10%for child care centers,children's day schools,day nurseries, nursery schools and
hospitals.

8. Miscellaneous: as for Public, Education&Utility Uses
Any residential dwelling within any commercial zone must •
follow the parking requirements as set out under residential zone.

F. M-1 and.M-2 Industrial Zone
In M-1 and M-2 zones, vehicular equipment incidental to'the operation of permitted agricultural uses is
exempt from the particular provision regarding truck parking and storage limits that are shown under
commercial zoned properties Section 7.04(E).

H. Rules For Computing Bicycle Parking Requirements:
1. In subsection 7.04 of this section,the minimum bicycle parking requirements are expressed as a
certain number of spaces or as a percentage of the required number of vehicle parking spaces.
2. In all cases where bicycle parking is required,a minimum of four(4)spaces shall be provided.
3. After the first fifty(50)bicycle parking spaces are provided,`additional spaces are required at fifty
percent(50%)of the number required by this Section. a #,
4. Where the expected need for bicycle parking for a particular use is uncertain due to'unknown or
unusual operating characteristics of the use or due to a location that is difficult to access by bicycle,the building
official may authorize that the construction of up to fifty percent(50%)of the required bicycle parking spaces be
deferred.The land area required for the deferred bicycle parking spaces must be maintained in reserve. If an
enforcement official of the city determines at some point in the future that the additional parking spaces are needed,
the property owner will be required to install the parking in the reserved area.The owner of the property on which the
bicycle parking area is reserved must properly execute, sign,and record a written agreement that is binding upon "
their successors and assigns as a covenant running with the land that assures the installation of bicycle parking k A
within the reserved area by the owner if so ordered by an enforcement official of the city.
Section III. Repealer. All ordinances or parts of ordinance in conflict with the provisions of this
Ordinance are hereby repealed.
Section IV. Severability Clause. If any section, provision or part of this Ordinance shall be
adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance
as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.
Section V. When Effective. This Ordinance shall be in effect after it final passage, approval,
and posting as provided by law.
On the 13th day of November 2013, at a regular meeting of the Tiffin City Council, Tiffin, Iowa,
Councilperson Ryan introduced Ordinance No. 2013-344, and moved that it be given its first
reading. The motion was seconded by Councilperson Kahler.

Three members of the Council being present and having voted "Aye", Mayor Steve Berner declared
the motion carried, and Ordinance No. 2013-344,was read the first time, discussed, and placed on
record.
On the 26th day of November 2013, at a regular meeting of the Tiffin City Council,Tiffin, Iowa,
Councilperson Ryan introduced Ordinance No. 2013-344, and moved that it be given its second
reading. The motion was seconded by Councilperson Kahler.

the motion carried, and Ordinance No. 2013-344, was read the second time and discussed and

Councilperson Ryan introduced Ordinance No. 2013-344, and moved that it be given its third and
last reading.. The motion was seconded by Councilperson Kahler.

Three members of the Council being present and having voted "Aye", Mayor Steve Berner declared
the motion carried, and the ordinance was passed and adopted.
Whereupon the Mayor declared that Ordinance No. 2013-344 be adopted and signified his
approval of same by fixing his signature thereto. Passed by the Council on the 11th day of
December 2013 and approved by the Mayor on the 16th day of December 2013.
