O R D I N A N C E NO. 3137
AN ORDINANCE, amending Section Two of Ordinance No.
2948, adopted November 12, 1975, amending the Civil Service Rules
and Regulations of The Metropolitan St. Louis Sewer District by
repealing subsection 14.1 (c.) thereof and enacting a new
subsection in lieu thereof to be known as subsection 14.1 (c.).
WHEREAS, the Civil Service Commission of The
Metropolitan St. Louis Sewer District held a public hearing on
September 9, 1976, on the proposed revisions of the Civil Service
Rules and Regulations, and
WHEREAS, the Commission recommends the immediate
adoption of the revisions as hereinafter set out,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Section Two of Ordinance No. 2948, adopted
November 12, 1975, amending the Civil Service Rules and
Regulations of The Metropolitan St. Louis Sewer District, is
hereby amended by repealing subsection 14.1 (c.) thereof and
enacting a new subsection carrying the same identification number,
the new subsection to read as follows:
14.1 VACATION LEAVE
c. Computation of Vacation Leave
For the purpose of computing vacation leave, dismissal or
resignation will break continuity of
service. Authorized leave

without pay in excess of one month of
layoff will defer vacation accrual until
reinstatement.
1. Regular Biweekly Employees
On or after October 14, 1976 vacation shall be granted to biweekly
employees in the classified service in accordance with
the following chart:

Hourly and Day Rate Employees
Vacation leave with pay shall be granted annually to any employee
paid by the hour or day at the rate or one times the
number of hours in the normal work week, exclusive of

overtime, after one year's continuous employment while
paid by the hour or day, and two times the number of
hours in the normal work week exclusive of overtime
after two years or more of continuous employment while
paid by the hour or day. Such leave shall be granted
during the twelve months following the period in which
it has been earned.
3. Temporary Employees
Employees appointed on a temporary, emergency, or provisional
basis shall not be eligible for vacation benefits.
However, employees originally appointed on a temporary
basis and subsequently appointed (without break in
service) on a permanent basis shall have their accrual
of vacation leave figured from the date of their most
recent date of entering District Service.
