AN ORDINANCE, establishing a subdistrict in The
Metropolitan St. Louis Sewer District within St. Louis County,
Missouri, to be known as the Fee Fee Trunk Sewer Subdistrict of
The Metropolitan St. Louis Sewer District for the purpose of
acquiring, extending and improving a privately owned sanitary
sewer system at the expense of such subdistrict, with an
emergency clause.
WHEREAS, the District is empowered by Section 3.020 of
its Plan to establish subdistricts and to acquire property
purchase, to extend its sewer and drainage systems, and to meet
the cost of acquiring, improving, and extending sewer or drainage
facilities from the proceeds of revenue bonds, if authorized by
the qualified electors of such Subdistricts, and
WHEREAS, it is proposed that said powers be exercised
to purchase, extend, and improve a sanitary sewer system
presently owned by Fee Fee Trunk Sewer, Inc., a Missouri
corporation, serving or capable of serving areas in St. Louis
County, Missouri, and to incorporate the sewer and treatment
facilities thereof into a unified or regional sewer system for
the Missouri watershed and the Meramec River watershed in St.
Louis County, Missouri,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. There is hereby established a subdistrict
in The Metropolitan St. Louis Sewer District within St. Louis

County, Missouri, to be known as the Fee Fee Trunk Sewer
Subdistrict of The Metropolitan St. Louis Sewer District within
which existing private sewer facilities may be acquired, extended
and improved at the expense of said subdistrict.
Section Two. The boundary of the Fee Fee Trunk Sewer
Subdistrict shall be as follows:
AREA I
A tract of land in St. Louis County, Missouri, and being more
particularly described as follows: Beginning at the intersection
of the south line of Clayton Road and the centerline of Henry
Avenue; thence southwestwardly along said south line of Clayton
Road, a distance of 13,500 feet, more or less, to its
intersection with the centerline of Kehrs Mill Road; thence
continuing southwestwardly along said south line of Clayton Road,
a distance of 8,400 feet, to its intersection with the centerline
of Hutchinson Road; thence southwardly along said centerline to
its intersection with the centerline of Manchester Road, said
intersection also being the intersection of Old State Road and
Manchester Road; thence southwestwardly along said centerline of
Old State Road to its intersection with the south line of the
Northeast of the Southwest of Section 7, T.44N., R.4E.; thence
west and north along the south and west lines, respectively, of
said Northeast 1/4 of the Southwest 1/4 of Section 7 to the
northwest corner thereof; thence westerly in a straight line to
the southeast corner of the Southeast 1/4 of the Northeast 1/4 of

Section 12, T.44N., R.3E.; thence west and north along the south
and west lines, respectively, of said southeast 1/4 of the
Northeast 1/4 of Section 12 to the northwest corner thereof;
thence north along the west line of the Northeast 1/4 the
Northeast 1/4 of said Section 12 to its intersection with the
eastern prolongation of the south line of the 5.00 acre tract
conveyed to Charles F. Johnson and wife, by deed recorded in Book
1165, Page 293, said Recorder's Office; thence west along said
prolongation and along the south line of said 5.00 acre tract to
the southwest corner of property conveyed to Loid E. Campbell and
wife, by deed recorded in Book 5394, Page 28, said Recorder's
Office; thence North 269.75 feet along the west line of said
Campbell property, an its northern prolongation, to the
centerline of Brown Road, 25 feet wide; thence west along the
centerline of Brown Road to the centerline of Clay Avenue; thence
north along the centerline of Clay Avenue to the centerline of
Manchester Road; thence west along the centerline of Manchester
Road 550 feet, more or less to the centerline of Old Eatherton
Road, 40 feet wide; thence north and northwesterly along the
centerline of said Old Eatherton Road to its intersection with
the centerline of Missouri State Highway 109 (New Eatherton
Road); thence northerly and northwesterly along the centerline of
said Highway No. 109, also known as New Eatherton Road, 60 feet
wide, to the point where New Eatherton Road diverges to the right
from Highway No. 109, and becomes known as Missouri State Route

"C"; thence northerly along the centerline of New Eatherton Road,
also known as Missouri Route "C", to its intersection with the
centerline of Wild Horse Creek Road (State Highway "CC"); thence
continuing northwardly along the centerline of Eatherton Road
across Wild Horse Creek Road to its intersection with the
centerline of Olive Street Road; thence westwardly along said
centerline of Olive Street Road and its westwardly extension to
the common boundary line of St. Louis and St. Charles Counties,
Missouri, which common boundary line lies in the Missouri River;
thence downstream, being generally northeasterly, along said St.
Louis - St. Charles County line to its intersection with the
centerline of the Mark Twain Expressway, also known as Interstate
Highway 70; thence eastwardly along the centerline of Interstate
Highway 70 to its intersection with the centerline of Interstate
Highway 270; thence southwardly along the centerline of
Interstate Highway 270 to its intersection with the
northwestwardly prolongation of the centerline of Old St. Charles
Rock Road; thence southeastwardly along said northwestwardly
prolongation and along said centerline of Old St. Charles Rock
Road, to its intersection with the centerline of Fee Fee Road,
which point of intersection is a point on the original
Metropolitan St. Louis Sewer District boundary; said point is
also the most northwestern corner of that area annexed by
Ordinance No. 1195 as adopted by The Metropolitan St. Louis Sewer
District on August 6, 1964; thence southwardly along the original

Metropolitan St. Louis Sewer District boundary as established by
a special election held on February 9, 1954 and as extended by
annexation thereto of areas described in Metropolitan St. Louis
Sewer District Ordinances as follows: No. 1195, adopted August 6,
1964; No. 2294, adopted May 3, 1972; No. 1734, adopted, April 11,

eastwardly along said north line to its intersection with the
west lines of Des Peres Road 40 feet wide; thence southwardly
along said west line to its intersection with the east line of
Section 33, T.45N, R.5E.; thence southwardly along said east

section line to the southeast corner of said Section 33, thence
westwardly along the south line of said Section 33 to its
intersection with the original Metropolitan St. Louis Sewer
District boundary; thence southwardly along the original
Metropolitan St. Louis Sewer District boundary as established by
a special election held on February 9, 1954 and as extended by
annexations thereto of areas described in Metropolitan St. Louis
Sewer District Ordinances as follows: No. 2692, adopted November
13, 1974; No. 2017, adopted April 2, 1970, and No. 70, adopted
May 21, 1956, to its intersection with the centerline of the St.
Louis San Francisco Railroad, said intersection being distant 200
feet, more or less, southwardly of Big Bend Road, said
intersection also being distant 4,100 feet, more or less,
westwardly of the intersection of the centerline of Interstate
Highway 270 and the St. Louis San Francisco Railroad; thence
westwardly along said centerline of the St. Louis San Francisco
Railroad to its intersection with the south line of U.S, Survey

Area II
A tract of land in St. Louis County, Missouri, and being more
particularly described as follows: Beginning at the intersection
of the centerlines of Lindbergh Boulevard and East Concord Road
in St. Louis County, Missouri; thence southeast along the
centerline of Lindbergh Boulevard to its intersection with the
centerline of Interstate Route 55; thence southwardly along said
centerline to its intersection with the centerline of Interstate
Highway 270; thence eastwardly along said centerline of
Interstate Highway 270 to its intersection with the southeast
line of Avenue "H"; thence southwestwardly along the southeast
line of Avenue "H" and its southwestward prolongation to the
northeast line of Forder Road (40 feet wide); thence
southeastwardly alone the northeast line of Forder Road an
approximate distance of 1,950 feet to its intersection with the
northeastern prolongation of the northernmost southeast line of
property conveyed to the Reorganized School District, R-9 of St.

Louis County, Missouri, by deed recorded in Book 3157, Page 96 of
the St. Louis County, Missouri, records; thence southwestwardly
along said prolongation and said southeast line, 576.57 feet to a
corner of said school district property; thence southeasterly
along a northeast line of said school district property, 459.36
feet to the northwest line of Decker Lane (40 feet wide); thence
southwestwardly 600.25 feet along said lane line to the
southernmost corner of said school district property; thence
southwestwardly in a straight line an approximate distance of 700
feet to the northeast corner of property conveyed to Norman
Heimos by deed recorded in Book 5830, page 359 of the St. Louis
County, Missouri, records, being in the East-West centerline of
Section 3, Township 43 North, Range 6 East; thence west along
said section centerline an approximate distance of 320 feet to
the northwest corner of the northeast 1/4 of the southeast 1/4 of
said Section 3; thence southwardly along the west line of said
northeast 1/4 southeast 1/4 to the southwest corner thereof;
thence eastwardly along the south line of said northeast 1/4

point in the west line of Mild Gardens, a subdivision of St.
Louis County, Missouri, according to the plat thereof recorded in

being 500.00 feet north along said west line from the southwest
corner of said subdivision; thence southwardly along the west
line of said Mild Gardens, 500.00 feet, to the southwest corner
of said subdivision, being in the south line of the north 1/2
southeast 1/4 Section 11, Township 43 North, Range 6 East; thence
eastwardly 2,179 feet more or less along the south line of said

along said parallel line to its intersection with the centerline

Telegraph Road and continuing southwardly along the centerline of
Christopher Road to its intersection with the north line of
Sections 25 and 26 Township 43 North, Range 6 East; thence
westwardly along said north line to its intersection with the
centerline of Telegraph Road; thence northwestwardly in a
straight line to a point, said point being the intersection of
the common boundary line of St. Louis and Jefferson Counties,
Missouri, which common boundary line lies in the Meramec River,
with the east-west centerline of the northwest 1/4 of Section 22,
Township 43 North, Range 6 East; thence upstream, being generally
northwardly and westwardly along said St. Louis-Jefferson County
line to its intersection with the southwestward prolongation of
the southeastern line of U.S. Survey 403, Township 43 North,
Range 6 East; thence northwestwardly in a straight line to the
centerline intersections of Meramec Bottom Road and Edgewood
Beach Road; thence westwardly along the centerline of Meramec
Bottom Road to its intersection with the centerline of Hageman

area as annexed by said Ordinance No. 335 to its intersection
with the centerline of Baptist Church Road, which is also a point
on the original District boundary; thence along the original
Metropolitan St. Louis Sewer District boundary as established by
a special election held on February 9, 1954, and as extended by
annexations thereto of areas described in Metropolitan St. Louis
Sewer District Ordinances as follows: No. 224, adopted September
2, 1958; No. 191, adopted Nay 6, 1958; No. 1033, adopted
September 16, 1963; No. 749, adopted May 7, 1962; No. 1451,
adopted January 13, 1966; and No. 2377, adopted January 26, 1973,
to the intersections of the centerlines of Lindbergh Boulevard
and East Concord Road, which is the point of beginning.
Section Three. This ordinance shall not become
effective until three weeks after a public hearing thereon, and
the Secretary shall cause notice of such hearing to be published
for the time and in the manner required by Paragraph 24 of
Section 3.020 of the Plan of The Metropolitan St. Louis Sewer
District. Additionally, the need for a public sanitary sewer
system and treatment plant, and its expansion to include areas
not now adequately sewers, which need for adequate sewers affects
the public health, creates an emergency within the meaning of the
Plan of The Metropolitan St. Louis Sewer District, and this
ordinance shall be in full force and effect from and after its
enactment.
