ALL CITIZENS ACCESS COMMITTEE Meeting Minutes for May 20,2011 Meeting began at 2 pm. Members present: Jean Sears, Christine Glasheen, Brian Ladley, Denise Rego, Robert and Maureen Steinmann The minutes for the March 18, 2011 meeting were approved and accepted. Town Hall Office Counters. Tom Thatcher through the Chair supplied information on an accessible desk that could possibly be used in the offices where counter modifications might be difficult and costly. The desk is an adjustable height student desk and the committee felt they would prefer to check out other types of desks that would be accessible. It was noted that not all counters will have to be modified. Jeff Dougan of MOD emailed the Chair stating that under Title II (government), one must ensure equal access to the services offered and this does not necessarily require the removal of physical barriers. The sum of$5,000 is available for these counter modifications. The committee felt that the Assessors, Board of Health, and Building Departments probably need to have part of their counters modified to make them accessible. If necessary, accessible desks should work in the other departments. The Chair will speak with Tom about it. Nickerson State Park Visitors Center. The Visitors Center is now wheelchair accessible. A ramp was installed by the Friends of Nickerson State Park in early May. This was publicly acknowledged in the May 20th Cape Codder. Police Station. The Chair mentioned that the telephone in the entry way at the Police Station has been lowered to an accessible height. Handicap Signage at Town Hall. The Chair mentioned that she still had not heard from Bob Bersin, DPW, re the handicap signage at Town Hall. Denise said she would follow up on that. Visitors Center-accessible information sheets. The general beach wheelchair information sheet remains the same. The accessible restaurant list remains the same. It was noted that it was too bad that the Brewster Coffee Shop did not make their entry way accessible when they reshingled their establishment. Both their entry ways are considered inaccessible. The Brewster Fish House is now considered fully accessible as they changed their entry way and also installed handicap bathroom facilities. The list of accessible beaches /accessible wheelchair beaches for the visitor's center is still 6/20/2011 Page 2 of 3 in process. Erosion is a problem and the sheets will be updated by the Chair as soon as possible. CART System at the May 2nd Town Meeting, Brian will be speaking with Sue Broderick, the Town Manager/Selectmen's Administrator, as well as with Kathy Lambert, Brewster's Information Technology specialist. Brian felt there were problems with the location (set up in too busy an area, should be on the right front side of the room), projection (letters too small), background (soft blue with white letter), and seating (no reserve CART seating). Brian said the town had their IT specialist set up the CART system this time,which costs less than a professional CART provider doing it. Brian will be working with Sue and Kathy when next there is a need for CART. It was suggested that Brian note the changes to be made and send them to Sue and Kathy for them to keep on hand as reference. Accessible Beach Wheelchair and Mobi-Mats. The Friends of the Brewster Elders would like to donate a beach wheelchair to the town. Denise presented information re two new accessible beach wheelchairs: one floatable one sold as Mobichair and the other one referred to as Hippocampe. The Mobichair weighs 66 lbs and is collapsible. The committee felt the seat might be too low for easy transfers and also that this type of chair might require more maintenance due to its use in the water and decided not to pursue it. The Hippocampe is also collapsible and weighs just under 31 lbs. Denise is going to see if she can set up a demonstration of this beach wheelchair for both the ACAC committee and the Friends of the Brewster Elders. Denise also talked about Mobimat. Evidently the town of Brewster purchased the first type of Mobimat produced; it did not work well. However, the new Phase 3 style of Mobimat is much more firm and stable; it is portable, lightweight, easy to install and maintain, and corrugated making for a safe and flexible pathway over any type of ground surface. Denise had two samples: one blue, one brown. The Chair noted that Eastham uses this type of surface at some of their beaches successfully. The committee agreed the Mobimat should be checked out further. Ocean Edge visit by CORD. Denise accompanied Christen Young from CORD when she visited the Ocean Edge Mansion and Carriage House on 6A to do an accessibility assessment. Denise expected to receive a copy of Christen's report but has heard nothing to date. Emergency Planning. A town emergency planning meeting was attended by Denise. Their goal is to set up a contact system to reach large groups of people such as nursing homes, schools etc., as well as contacts to provide for such large groups during an emergency. ADA Information. The Chair handed out a sheet containing the ADA physical standards that have appeared in our survey reports to keep as a handy reference. Drummer Boy Master Plan. The members were given a copy of the Drummer Boy Master Plan by the Chair. They also reviewed a note to be given to the Selectmen along with the summary sheets. The ACAC hopes the Selectmen will organize a committee to review and proceed with implementing some of the items mentioned in the master plan, such as accessible pathway, picnic areas, and overlooks. This is Christine Glasheen's last meeting. She is moving out of town. Christine has served Brewster's All Citizens Access Committee well and her efforts are very much appreciated.
