HomeMy Public PortalAbout2017-10-021 REGULAR COUNCIL MEETING, OCTOBER 2, 2017 CALL TO ORDER The Regular Council Meeting of October 2, 2017, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Prather, Sch reiber, Ward and Wiseman Absent: Mihalevich A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Graham, seconded by Councilwoman Ward, to adopt the agenda as discussed in the Pre-Meeting to allow Bill Luebbert to speak under Miscellaneous Agenda Items, seconded by Councilwoman Ward, and approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin recognized Boy Scouts in the audience and asked them to come forward to identify their troop, their school, and the badge on which they were working. The Scouts were members of Grace Episcopal Church’s Troop 10, and were students at Jefferson City High School, Simonsen Ninth Grade Center, Thomas Jefferson Middle School, St. Peters School, and Lewis & Clark Middle School, working towards their Citizenship in the Community and Communications badges. Mayor Tergin welcomed them and wished them well in their endeavors. Ms. Shauna Blanche from Boys and Girls Club made announcements about upcoming events, and also thanked United Healthcare for their recent donation of 150 Hasbro NERF Energy Game kits, games, and snacks to the children. 2 REGULAR COUNCIL MEETING, OCTOBER 2, 2017 Mayor Tergin recognized members of the Convention & Visitors Bureau (“CVB”) present ant especially Mr. Chris Wilson who would be moving to St. Charles after six years with the CVB. Mayor Tergin and the Council thanked Mr. Wilson for his contribution to the City while here and wished him well in his new position. Mr. Bill Luebbert, President of the Old Munichburg Association, thanked the City Council Members and City staff for contribution of both time and work towards a very successful Oktoberfest event held on October 1. PUBLIC HEARINGS There were no public hearings scheduled at this time. APPOINTMENTS BY THE MAYOR There were no public appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS No one came forward to speak at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Announcements and Events Mayor Tergin provided details of the following updates, activities, and events:  Update on MSP Prison Redevelopment efforts  Lincoln University Homecoming activities  Free athletic classes offered at The Linc on a trial basis  Community Meeting with Bishop James Howard at One In Christ Church City Council Announcements:  Councilman Schreiber announced he and Councilman Fitzwater had recently attended the City’s annual Employee Recognition Ceremony and Luncheon 3 REGULAR COUNCIL MEETING, OCTOBER 2, 2017  Councilwoman Wiseman announced a meeting of the Council Committee on Administration for Wednesday, October 4, at 7:30 A.M.  Councilman Henry participated in events to benefit both Heart Research and Cancer Research PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations made at this time. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: September 18, 2017 b. Renewal (Year 3) Contract with Rackers Consulting, LLC in the amount of $25,000.00 c. Accepting $244,499 of Community Development Block Grant funds for Program Year 2017 from US Department of Housing and Urban Development A motion for approval of the Consent Agenda as presented was made by Councilman Henry, seconded by Councilwoman Wiseman, and approved unanimously. BILLS INTRODUCED 2017-73 sponsored by Councilman Mihalevich, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE FISCAL YEAR 2016-2017 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING ADDITIONAL FUNDS WITHIN THE SALES TAX F FUND. 2017-74 sponsored by Councilman Mihalevich, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI AMENDING ARTICLE 11, PAID HOLIDAYS, OF THE PERSONNEL POLICY MANUAL TO INCLUDE FLOATING HOLIDAYS. Human Resources Director Gail Strope stated that a substitute bill had been distributed to the Council which would change the title “floatin g holidays” to “paid time off” in the bill. She then answered questions asked by the Council. Following discussion, 4 REGULAR COUNCIL MEETING, OCTOBER 2, 2017 Councilman Graham stated he would be meeting with staff to discuss some possible additional changes before a substitute is accepted and the bill voted on at the October 16 Council meeting. 2017-75 sponsored by Councilman Henry, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A SUPPLEMENTAL AGREEMENT WITH THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION FOR SURFACE TRANSPORTATION PROGRAM FUNDS. 2017-76 sponsored by Councilman Henry, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE 2017-2018 BUDGET OF THE CITY OF JEFFERSON, MISSOURI BY ADDING EMPLOYEES WITHIN THE PUBLIC WORKS STREET DIVISION PERSONNEL SCHEDULE FOR A NEW CREW TO WORK ON STORMWATER PROJECTS. BILLS PENDING 2017-70 sponsored by Councilman Henry, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, VACATING AND DISCONTINUING A STORMWATER EASEMENT OVER A PORTION OF PROPERTY ADDRESSED AS 3719 GRAYSTONE DRIVE, IN THE CITY OF JEFFERSON, MISSOURI. Bill 2017-70 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15727: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Prather, Schreiber, Ward, and Wiseman Nay: None 2017-71 sponsored by Councilman Henry, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A $206,563.00 AGREEMENT WITH THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION FOR METROPOLITAN TRANSPORTATION PLANNING SERVICES FOR THE PERIOD OF NOVEMBER 1, 2017, TO OCTOBER 31, 2018, REFLECTING CONSOLIDATED 5 REGULAR COUNCIL MEETING, OCTOBER 2, 2017 PLANNING GRANT (CPG) FUNDS AS APPROVED IN THE FY 2018 UNIFIED PLANNING WORK PROGRAM. The motion was approved unanimously by the following roll-call vote: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Prather, Schreiber, Ward, and Wiseman Nay: None 6 REGULAR COUNCIL MEETING, OCTOBER 2, 2017 INFORMAL CALENDAR There were no items on the Informal Calendar at this time. PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS No one requested to make a presentation at this time. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY No responses were made at this time. NEW BUSINESS Mayor Tergin announced that Monday, October 9, would be “Ride the Bus Free Day” in the City and encouraged citizens to take advantage of this opportunity. UNFINISHED BUSINESS There was no unfinished business brought forward. APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilman Henry, seconded by Councilwoman Wiseman, to approve the September 18, 2017, Closed Session minutes, and approved by the following roll-call vote: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Prather, Schreiber, Ward, and Wiseman Nay: None 7 REGULAR COUNCIL MEETING, OCTOBER 2, 2017 ADJOURNMENT A motion for adjournment was made by Councilman Henry, seconded by Councilwoman Wiseman, and approved unanimously at 6:57 P .M.
