PRESENT: Chairman Melanie Keyes, Member Michael Thompson, Member John Lott, Member Dee Johnson, and City Clerk Shara Roberts. ABSENT: Member Jake Lindsay and Member Shane Harrigfeld. VISITORS: None. Chairman Melanie Keyes welcomed everyone and led with the Pledge of Allegiance. Approval of Minutes: Member Lott moved to approve the minutes for March 8th, 2017. Member Johnson seconded the motion. All in favor, motion carried. Items of Business: Comprehensive Plan: Member Lott reported he completed the soil report as an update for the Comprehensive Plan, and provided an electronic copy to Clerk Roberts to distribute to all members. He explained because it is such a large document it should be an addendum to the Comprehensive Plan and just maintained as a permanent file in the City Clerk's Office. Member Johnson expressed with the Council getting ready to conduct a city-wide survey in May it may be beneficial to wait to make any updates to the Comprehensive Plan since the last survey which was conducted in 2007 helped shape the Comprehensive Plan. After further discussion, the Commission decided to table the Comprehensive Plan until the city- wide survey was completed, and progress was made on updating the Area of Impact Agreement with the County. Reports: Clerk Roberts — Area of Impact Future Development: Clerk Roberts reported on Wednesday, April 26th at 6:30 pm Bonneville County's Planning and Zoning Commission will hold a public hearing for the North Springs Subdivision #2 which will be developed in the City's Area of Impact. She discussed the interest the Commission may have in submitting written comments or attending the meeting. She also reported she would be sharing this public notice and information with the City Council at next week's meeting so they are aware of the development. Member Johnson expressed it might be worth seeing if the developer would be willing to establish 1/3 acre lots which are consistent with the City of Iona's Comprehensive Plan. He explained Rockwell has been willing to do this with other developments and perhaps this particular developer would be willing to make that consideration. Member Thompson expressed the importance of moving forward and taking charge of the City's Impact Area by either trying to expand it or get the agreement updated to require 1/3 acre lots. Members further discussed the direction in which the Area of Impact could expand. 1 Member Johnson asked Clerk Roberts if she could discuss with the City Attorney what the first steps would be trying to expand the City's Area of Impact Agreement. He also was going to reach out to Kim Ryan who represents the City of Iona on Bonneville's Planning and Zoning Commission and talk with Bonneville County's Planning and Zoning Department on next steps. Member Johnson expressed he would talk with Kim Ryan about this particular development and what the City would like to see in regards to lot size, and would also try to attend the public hearing. Clerk Roberts expressed she would reach out to Betsy at Bonneville County Planning and Zoning Department to see when written comments for this public hearing needed to be submitted by, and if members could also be in attendance to provide comment.
