AN ORDINANCE, establishing a subdistrict in St. Louis
County, Missouri, to be known as Subdistrict No. 455 (Black
Creek) of The Metropolitan St. Louis Sewer District, with an
emergency clause.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN
ST. LOUIS SEWER DISTRICT:
Section One. There is hereby established subdistrict of The
Metropolitan St. Louis Sewer District within which sewer or
drainage facilities may be constructed, reconstructed, or
improved at the expense of the subdistrict. Such subdistrict
shall be known as Subdistrict No. 455 (Black Creek).
Section Two. The boundaries of Subdistrict No. 455 (Black
Creek) shall be as follows:

Beginning at the southwest corner of Lot 17 of Woodland Place, a
subdivision recorded in Plat Book 4, Page 67 of the St. Louis
County Records, said point being the intersection of the eastern
line of Oakland Avenue with the southern line of said Woodland
Place; thence northwardly along said eastern line of Oakland
Avenue to the eastward prolongation of the northern line of
Comfort Avenue; thence westwardly along said eastward
prolongation and said northern line of Comfort Avenue to the

Section Three. This Ordinance is for the establishment
of a subdistrict wherein sewer or drainage facilities may be
constructed, reconstructed, or improved at the expense of said
subdistrict, and the construction or improvement of said
facilities being necessary for the protection of public health
and welfare, constitutes an emergency within the meaning of the

Plan, therefore, this Ordinance shall be and become effective
immediately upon its adoption.
The foregoing Ordinance was adopted April 12, 1978.
