AN ORDINANCE, providing for charges for the connection
directly or indirectly of any building or other facility to the
sanitary sewer system and treatment facilities of the Twin Oaks
Service Area of The Metropolitan St. Louis Sewer District and
setting out a schedule for such charges.
WHEREAS, The Metropolitan St. Louis Sewer District has
acquired the Twin Oaks sanitary sewer system and treatment
facilities from Blue Ribbon Real Estate, Inc., and
WHEREAS, for the purpose of providing funds for the
payment of moneys to purchase said sanitary sewer system and
treatment facilities, to provide for funds for improvements, and
local matching funds for the State and Federal grants, it is
necessary to continue a connection charge for the connection of
any building to such sanitary sewer system,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. For the purpose of providing funds for
the payment of moneys to purchase the Twin Oaks sanitary sewer
system and treatment facilities, to provide funds for
improvements, and local matching funds for the State and Federal
grants, there is hereby authorized and directed to be charged and
collected a connection charge for every building or other facility
hereinafter connected, directly or indirectly through other sewers
to the sanitary sewer system of the Twin Oaks Service Area of The
Metropolitan St. Louis Sewer District.
Section Two. Such charges for new service connections
are as follows:

(A)COMMERCIAL - Two Dollar ($2.00) per gallon per day on estimated average daily water consumption subject to the following specific minimum initial deposit: Stores not using water in sales or production $ 700.00 Hotel or Motel (per room) 200.00 Trailers or Mobile Homes (per unit) 250.00 Laundromats (per machine) 400.00 Restaurants (per seat) 120.00 Service Stations 1,000.00 Grocery Stores (under 3000 sq. ft.) 1,000.00 Grocery Stores (over 3000 sq. ft.) 2,000.00 (Grocery Store deposit increases 100% if garbage grinder is installed) (B)INDUSTRIAL - The larger of Two Dollar ($2.00) per gallon per day on estimated average daily consumption or Seventy-five Dollars ($70.00) per employee estimated to total capacity, and subject to the following specific minimum initial deposits: Industrial - without water or liquid processing (per acre) $ 700.00 Industrial - with cooling or process water discharged into sanitary sewer system (per acre) 2,000.00 Minimum deposit (per acre) 750.00 (C)INSTITUTIONAL - The larger of Two Dollar ($2.00) per gallon per day on estimated average daily consumption or Seventy-five Dollars ($75.00) per employee estimated to total capacity, and subject to the following specific minimum initial deposits: Hospital - (per bed-without laundry) $ 400.00 Hospital - (per bed-with laundry) 550.00 Nursing Homes (per bed-without laundry) 135.00 Nursing Homes (per bed-with laundry) 185.00 Schools (per classroom) 800.00

Public Buildings (per room) 200.00 All Commercial, Industrial and Institutional are subject to additional deposit based upon annual audit of actual water consumption. (D) RESIDENTIAL Single family residence $ 800.00 Apartments and Condominiums (per unit) 600.00
Section Three. Such charges as established in Section
Two hereof shall be payable and collected in advance of the
issuance of a permit to connect to such sanitary sewer system.
Section Four. There is hereby established an account to be
known as "the Twin Oaks Service Area Escrow Account"; and all
funds received from the collection of connection charges as herein
established shall be deposited by the Secretary-Treasurer in said
account subject to appropriation by ordinance, for the purpose of
making payments as set out in the agreement for purchase and sale
of the Twin Oaks Sanitary Sewer System between The Metropolitan
St. Louis Sewer District and Blue Ribbon Real Estate, Inc., and
for any other lawful purpose.
Section Five. Any violation of this Ordinance shall be
punished by a fine of $500.00 or imprisonment in the St. Louis
County Jail for a period not to exceed thirty (30) days, or both
such fine and imprisonment.
