AN ORDINANCE, repealing Ordinance No. 2791, as adopted
April 23, 1975, and enacting a new Ordinance in lieu thereof,
providing for charges for the connection directly or indirectly of
any building or other facility to the sanitary sewer system and
treatment facilities of Spanish Lake Service Area of The
Metropolitan St. Louis Sewer District, and setting out a schedule
of such charges.
WHEREAS, The Metropolitan St. Louis Sewer District has
acquired the former sanitary sewer system of Spanish Lake
Service, Inc., and
WHEREAS, for the purpose of providing funds for the
repayment of moneys advanced to purchase said sanitary sewer
system and treatment plant, it is necessary to continue a
connection charge for the connection of any building to such
sanitary sewer system,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Ordinance No. 2791, as adopted April 23,
1975, is hereby repealed.
Section Two. For the recoupment of moneys to repay the
cost of treatment plant and an interceptor sewer system which is
being advanced, there is hereby authorized and directed to be
charged and collected a connection charge for every building or
other facility hereinafter connected, directly or indirectly
through other sewers to the sanitary sewer system of the Spanish
Lake Service Area of The Metropolitan St. Louis Sewer District.
Section Three. Effective June 1, 1979, such charges
for new service connections are as follows:
(A)Commercial Usage:
Minimum commercial connection fee shall be $ 650.00 Two or more commercial stores not using water in sales or production (per store) 450.00 Commercial establishments using water in sales or production: Boarding houses (per person) 65.00 Boarding schools (per student) 130.00 Country clubs (per member) 40.00 Grocery store (per 1000 sq. ft. of area) 130.00 Hotels* (per room) 100.00 Laundromats (per machine) 200.00 Mobile home parks (per parking space) 325.00 Motels* (per room) 100.00 Restaurants - paper service (per patron served) 15.00 Restaurants - full service (per seat) 50.00 Service station 650.00 Swimming pools (per person) one person per 15 sq. ft. of pool area 15.00 Taverns, bars, and cocktail lounges (per seat) 15.00 *Add estimates for public facilities associated therewith such as restaurants, stores, etc. All others - (per acre) 650.00 (B) Industrial Usage: Industrial - without water or liquid processing (per acre) $ 650.00 Industrial - with cooling or process water
discharged into sanitary sewer system (per acre) 1,300.00 -2-
(C) Residential Usage: Single family residence $ 350.00 Multiples - each dwelling unit 350.00 Apartments - each dwelling unit 250.00 (D) Institutional Usage: Hospitals - (per bed) $ 250.00 Nursing Homes - (per resident) 120.00 Day Schools - (per student) 25.00 Public Buildings - (per room) 130.00
Section Four. Such charges as established in Section
Three hereof shall be payable and collected in advance of the
issuance of a permit to connect to such sanitary sewer system.
Section Five. There is hereby established and created
within the Spanish Lake Operating Fund, a special reserve account
denominated "RESERVE ACCOUNT, SPANISH LAKE OPERATING FUND"; and
all funds received from the collection of connection charges as
herein established shall be deposited by the Secretary-Treasurer
in said account, subject to appropriation by Ordinance, for the
purpose of repayment to the District's Mississippi River
Construction Fund, and the Coldwater Creek Sewer Extension and
Improvement Account, respectively, of sums previously advanced or
to pay the cost of an interceptor sewer system for sanitary
purposes.
Section Six. Any violation of this Ordinance shall be
punished by a fine of $500.00 or imprisonment in the St. Louis
County jail for a period not to exceed thirty (30) days, or both
such fine and imprisonment. The foregoing Ordinance was adopted May 9, 1979.
