AN ORDINANCE, repealing Ordinance No. 2367, as adopted
January 10, 1973, and enacting a new Ordinance in lieu thereof,
providing for charges for the connection directly or indirectly of
any building or other facility to the former sanitary sewer system
and treatment facilities of The Metropolitan St. Louis Sewer
District (Bonfils Watershed), and setting out a schedule for such
charges.
WHEREAS, by Ordinance No. 2347, adopted November 2,
1972, Resolution No. 1312, adopted November 30, 1972, and
agreements executed by authority thereof, there is being advanced
the local share of the cost of a treatment plant and an
interceptor sewer system; and
WHEREAS, fifty-five percentum (55%) of such local share
is to be repaid by connection charges payable by those people who
have not been connected to the Bonfils Sewer System on January 1,
1973, and who connect buildings to such system in the future,
until such part of such local share has been repaid.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Ordinance No. 2367, as adopted January
10, 1973, is hereby repealed.
Section Two. For the recoupment of moneys to repay
fifty-five percentum (55%) of the local share of the cost of a
treatment plant and an interceptor sewer system which is being
advanced, there is hereby authorized and directed to be charged
and collected a connection charge for every building or other
facility hereinafter connected, directly or indirectly through
other sewers to the sanitary sewer system of The Metropolitan St.
Louis Sewer District (Bonfils Watershed).
Section Three. Effective June 1, 1979, such charges
for new service connections are as follows:
(A) Commercial Usage: Commercial Stores not using water in sales or production (per store) $ 450.00 Commercial Stores using water in sales or production: Hotel or Motel (per room) 130.00 Trailers and Mobile Homes (per unit) 162.50 Laundromats (per machine) 250.00 Restaurants (per seat) 75.00 Auto Service Stations 650.00 Grocery Stores (under 3,000 sq. ft.) 650.00 Grocery Stores (over 3,000 sq. ft.) 1,300.00 (Grocery store rate $1,500.00 additional if garbage grinder installed) Theatres (per seat) 2.00 All others - (per acre) 650.00 (B) Industrial Usage: Industrial - without water or liquid processing (per acre) $ 650.00 Industrial - with cooling or process water discharged into sanitary sewer system (per acre) 1,300.00 (C) Residential Usage: Subdivisions 7,500 sq. ft. to 12,000 sq. ft. lot $ 350.00

Section Four. Such charges shall be collected in
advance of a permit to connect to such sanitary sewer system and
shall be deposited, as received, in the fund to be known as "The
Metropolitan St. Louis Sewer District (Bonfils Watershed)".
Section Five. Any violation of this Ordinance shall be
punished by a fine of $500.00 or imprisonment in the St. Louis
County jail for a period not to exceed thirty (30) days, or both
such fine and imprisonment. The foregoing Ordinance was adopted May 9, 1979.
