HomeMy Public PortalAbout2017-12-041 REGULAR COUNCIL MEETING, DECEMBER 4, 2017 CALL TO ORDER The Regular Council Meeting of December 4, 2017, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Mihalevich, seconded by Councilman Fitzwater, to adopt the agenda. The motion to adopt was approved unanimously. MISCELLANEOUS AGENDA ITEMS Gail Strope, Director of Human Relations, and Dave Grellner, Environmental Health Manager, presented Nancy Thompson with the 2017 Kevin Meinhardt Award. Mayor Tergin also recognized Bob Meinhardt, Kevin’s brother, who was in att endance for the presentation. City Administrator Steve Crowell, and Director of Finance and Information Technology Services Margie Mueller recognized Shiela Pearre and Cara Sankey for their hard work resulting in the City earning the CAFR and PAFR awards. Mayor Tergin then introduced the News Tribune’s “It Can Wait Essay Contest” winners, Addison Ganey and Natalie Schaefer. The winners were invited to read their essays from the Mayor’s chair. Gary Castor, Managing Editor of the News Tribune was also introduced and gave a brief presentation on the essay contest itself. PUBLIC HEARINGS There were no public hearings at this time. 2 REGULAR COUNCIL MEETING, DECEMBER 4, 2017 APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Administration Committee – Mayor Tergin informed the Council that there will be appointments made to the Human Relations Commission at the next City Council meeting. Finance Committee – Councilman Mihalevich announced that the Finance Committee meeting scheduled for next week has been canceled. First Day for Candidate Filing – Ryan Moehlman, City Counselor, announced that City Hall doors will be open at 7:15 A.M. on December 12th due to the fact that a Board of Adjustments meeting is scheduled for 7:30 A.M. the same day. Filing for election will begin at 8:00 A.M. Parks and Recreation – Aaron Grefrath announced the LINC’s free fitness classes for the week of December 4th. Mr. Grefrath also informed the Council that the City did not win the bid to host the high school state cross country event after the 2018 event. The City plans to bid again at the next renewal. Salvation Army Bell Ringing – Councilman Schreiber informed the committee of the scheduled bell ringing by members of the City of Jefferson Lions Clubs, this Friday, December 8th. Fire Department – Fire Chief Matt Schofield announced the following:  Commemorative Fire Museum Memorial Event scheduled for December 18th. Doors open at 4:30 P.M., with event start time at 5:00 P.M.  A public input session has been scheduled at fire station 2, for December 13th, from 4 P.M. – 6 P.M., and December 16th from 8:30 A.M. – 10:30 A.M., to discuss the building plans of the new fire station 2. Mayor Announcements and Events Mayor Tergin provided details of the following activities and events in which she had recently participated, and events which would occur in the near future:  Christmas Tree Lighting at Rotary Park was held Thursday, November 30. 3 REGULAR COUNCIL MEETING, DECEMBER 4, 2017  Downtown Living Windows was held Friday, December 1, 6 P.M. – 9 P.M.  The Christmas Parade was Saturday, December 2, at 4:30 P.M.  Special Olympics, First Annual Power Hour Plunge scheduled for Wednesday, December 6 at 4:30 P.M. in downtown Jefferson City. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations made at this time. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meetings: November 20, 2017 b. Change order No. 1 with Architects Alliance not to exceed $47,330 A motion was made by Councilman Schreiber to approve the Consent Agenda as presented, seconded by Councilman Graham, and approved unanimously. BIILLS INTRODUCED 2017-93 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 1,120 SQUARE FEET OF LAND ADDRESSED AS 1707 STADIUM BOULEVARD FROM RS-4 SINGLE FAMILY RESIDENTIAL TO C- O OFFICE COMMERCIAL. 2017-94 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 19-401, OF THE CODE OF THE CITY OF JEFFERSON, BY THE REMOVAL OF PARKING PROHIBITED ON THE EAST SIDE OF SOUTHRIDGE DRIVE, BETWEEN BUBBA LN AND SUN MEADOW LN. 4 REGULAR COUNCIL MEETING, DECEMBER 4, 2017 BIILLS PENDING 2017-92 sponsored by Councilman Mihalevich, entitled: AN ORDINANCE APPROVING A PLAN FOR AN INDUSTRIAL DEVELOPMENT PROJECT FOR AXIUM PLASTICS, LLC, CONSISTING OF THE IMPROVEMENT AND EXPANSION OF THE COMPANY’S EXISTING MANUFACTURING FACILITY AND THE ACQUISITION AND INSTALLATION OF CERTAIN REAL PROPERTY THEREIN; AUTHORIZING THE CITY OF JEFFERSON, MISSOURI, TO ISSUE ITS TAXABLE INDUSTRIAL DEVELOPMENT REVENUE BONDS (AXIUM PLASTICS PROJECT), SERIES 2017, IN A PRINCIPAL AMOUNT NOT TO EXCEED $26,000,000 TO FINANCE THE COSTS OF SUCH PROJECT; AUTHORIZING AND APPROVING CERTAIN DOCUMENTS; AND AUTHORIZING CERTAIN OTHER ACTIONS IN CONNECTION WITH THE ISSUANCE OF THE BONDS. Bill 2017-92 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15749: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None RESOLUTIONS There were no resolutions at this time.
