HomeMy Public PortalAbout98-08-25 minutes Minutes of Meeting Finance Committee August 25, 1998 The meeting of the Finance Committee of the City of Jefferson was called to order at 6:00 P.M. by Chairman Rick Nilges. The following Committee Members were present at roll-call: Councilman Carol Blaney Councilman Charles Jackson Councilman Carl Jaynes Councilman John Landwehr Councilman Carolyn McDowell Councilman Steve Nelson Councilman Rick Nilges Councilman Len Stella Councilman Larry Vincent Absent: Councilman James Haake 1998-99 Budget Items Approval of August 24 minutes:Councilman Larry Vincent noted that the action taken on Item(5)[sink for conference room]was omitted from the minutes.City Clerk Phyllis Powell stated that the action had in fact been recorded in the notes but were omitted erroneously at the time the minutes were transcribed. A motion was made by Councilman Larry Vincent to approve the minutes as corrected to show action taken on Item(5), seconded by Councilman Steve Nelson, and and approved unanimously. Meetings and Conferences/Training and Education Funding:A lengthy discussion was held on these two items within the budget. Following the discussion, Councilman Larry Vincent requested Councilman Rick Nilges to appoint_a subcommittee to review these items before the budget becomes effective on November 1. Councilman Rick Nilges stated that he would comply with Councilman Vincent's request.Council consensus was reached that in the future,departments should submit reports or narratives to the Council on the meetings and conferences that they attend so Council may weigh the benefit vs. cost of the conferences. Approval of Recommended Budget: A motion was made by Councilman Charles Jackson to approve the 1998-99 budget,with the amendments previously approved by the Finance Committee(outlined in Exhibit A attached hereto), and submit the budget for City Council approval by ordinance, seconded Finance Committee Minutes 8/25/98 Page 1 by Councilman Carol Blaney. Councilman Larry Vincent stated he did not feel comfortable voting on the budget until a report was received from the subcommittee on meetings &conferences/training& education. Councilman Rick Nilges assured Councilman Vincent that he would appoint the subcommittee, and stated that the budget could still be amended before it became effective on November 1 if Council wished. The motion to approve the budget as previously amended, and submit the budget for Council approval by ordinance,was then approved unanimously. Adjournment There being no further business to come before the Finance Committee at this time,a motion was made by Councilman Larry Vincent to adjourn, seconded by Councilman Carol Blaney and approved unanimously at 7:00 P.M.
