AN ORDINANCE, providing for charges for the connection
directly or indirectly of any building or other facility to the
sanitary sewer system and treatment facilities of the South County
Service Area of The Metropolitan St. Louis Sewer District and
setting out a schedule for such charges.
WHEREAS, The Metropolitan St. Louis Sewer District has
acquired the sanitary sewer system and treatment facilities of
South County Sewer Company, Inc., and
WHEREAS, for the purpose of providing funds for the
payment of moneys to purchase said sanitary sewer system and
treatment facilities, to provide for funds for improvements, and
local matching funds for State and Federal grants, it is necessary
to continue a connection charge for the connection of any building
to such sanitary sewer system,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. For the purpose of providing funds for
the payment of moneys to purchase the sanitary sewer system and
treatment facilities of the South County Sewer Company, Inc., to
provide funds for improvements, and local matching funds for State
and Federal grants, there is hereby authorized and directed to be
charged and collected a connection charge for every building or
other facility hereinafter connected, directly or indirectly
through other sewers to the sanitary sewer system of the South
County Service Area of The Metropolitan St. Louis Sewer District.
Section Two. Effective October 1, 1980, such charges
for new service connections are as follows: (A) COMMERCIAL - One and 65/100 Dollars ($1.65) per gallon per day on estimated average daily water consumption subject to the following specific minimum initial deposit: Stores not using water in sales or production $ 560.00 Hotel or Motel (per room) 165.00 Trailers or Mobile Homes (per unit) 200.00 Laundromats (per machine) 315.00 Restaurants (per seat) 90.00 Service Stations 825.00 Grocery Stores (under 3,000 sq. ft.) 825.00 Grocery Stores (over 3,000 sq. ft.) 1,650.00 (Grocery Store deposit increases 100% if garbage grinder is installed) Theatres (per seat) 2.50 (B)INDUSTRIAL - The larger of One and 65/100 Dollars ($1.65) per gallon per day on estimated average daily consumption or Sixty-two and 50/100 Dollars ($62.50) per employee estimated to total capacity, and subject to the following specific minimum initial deposits: Industrial - without water or liquid processing (per acre) 625.00 Industrial - with cooling or process water discharged into sanitary sewer system (per acre) 1,650.00 Minimum deposit (per acre) 625.00 (C) INSTITUTIONAL - The larger of One and 65/100 Dollars ($1.65) `per gallon per day on estimated average daily consumption or Sixty-two and 50/100 Dollars ($62.50) per employee estimated to total capacity,
and subject to the following specific minimum initial deposits: Hospitals - (per bed without Laundry) $ 315.00 Hospitals - (per bed with Laundry) 450.00 Nursing Homes - (per bed without Laundry) 100.00 Nursing Homes - (per bed with Laundry) 150.00 Schools - (per classroom) 625.00 Public Buildings - (per room) 165.00 Churches 400.00 All Commercial, Industrial, and Institutional are subject to additional deposit based upon annual audit of actual water consumption. (D) RESIDENTIAL Subdivisions Per lot 500.00 Single family residences (other than sub- divisions) 750.00 Apartments and Condominiums (per unit) 315.00
Section Three. Such charges as established in Section
Two hereof shall be payable and collected in advance of the
issuance of a permit to connect to such sanitary sewer system.
Section Four. There is hereby established an account
to be known as "the South County Connection Charge Account"; and
all funds received from the collection of connection charges as
herein established shall be deposited by the Secretary-Treasurer
in said account subject to appropriation by Ordinance for any
lawful purpose.
Section Five. Any violation of this Ordinance shall be
punished by a fine of $500.00 or imprisonment in the St. Louis
County jail for a period not to exceed thirty (30) days, or both
such fine and imprisonment.
The foregoing Ordinance was adopted October 8, 1980.
