HomeMy Public PortalAbout04338 O R D I N A N C E NO. 4338 AN ORDINANCE, establishing surcharges for the con- nection directly or indirectly of any building or other facility to the sanitary sewer systems and treatment facilities of the District, where it has been determined that such connection is in an area with overloaded sanitary sewers, and will increase the probability of overcharging said sanitary sewer systems. WHEREAS, certain areas of the District contain overloaded sanitary sewer systems in which the probability of overcharging increases as additional connections are made to said sanitary systems, and WHEREAS, the surcharges as hereinafter established will help defray the costs of installing temporary facilities to eliminate and prevent overcharging and basement backup conditions until such time as major interceptor systems and treatment facilities are complete, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. For the purpose of providing funds to help defray the costs of installing temporary facilities to eliminate and prevent overcharging basement back-up conditions until such time as major interceptor systems and treatment facilities are complete, in those areas of The Metropolitan St. Louis Sewer District where the Executive Director determines that the sanitary sewer systems and treatment facilities are overloaded. there is hereby authorized and directed to be charged and collected, in addition to any applicable connection charges, surcharges for the connection of every building or other facility to the sanitary sewer systems of The Metropolitan St. Louis Sewer District. Section Two. Effective May 1, 1981, such sur- charges are as follows: RESIDENTIAL (per housing unit) $ 100.00 COMMERCIAL - 25/100 Dollars ($ .25) per gallon per day on estimated average daily water consumption subject to the following specific minimum initial deposit: Stores not using water in sales or production $ 100.00 Hotel or Motel (per room) 25.00 Trailers or Mobile Homes (per unit) 50.00 Laundromats (per machine) 50.00 Restaurants (per seat) 15.00 Service Stations 125.00 Grocery Stores (under 3,000 sq. ft.) 125.00 Grocery Stores (over 3,000 sq. ft.) 250.00 (Grocery Store deposit increases 100% if garbage grinder is installed) Theatres (per seat) .50 INDUSTRIAL - The larger of 25/100 Dollars ($ .25) per gallon per day on estimated average daily consumption or Ten Dollars ($10.00) per employee estimated to total capacity, and subject to the following specific minimum initial deposits: Industrial - without water or liquid processing (per acre) 100.00 Industrial - with cooling or process water discharged into sanitary sewer system (per acre) 250.00 Minimum deposit (per acre) 100.00 INSTITUTIONAL - The larger of 25/100 Dollars ($ .25) per gallon per day on estimated average daily consumption or Ten Dollars ($10.00) per employee estimated to total capacity, and subject to the following specific minimum initial deposits: Hospitals - (per bed without laundry) $ 50.00 Hospitals - (per bed with laundry) 75.00 Nursing Homes (per bed without laundry) 15.00 Nursing Homes (per bed with laundry) 25.00 Schools - (per classroom) 100.00 Public - (per room) 25.00 Churches 75.00 Section Three. All funds received from the collection of surcharges as herein established shall be deposited by the Secretary-Treasurer in a duly designated account subject to appropriation by Ordinance. Section Four. Any violation of this Ordinance shall be punished by a fine of Five Hundred Dollars ($500.00) or imprisonment in the St. Louis County jail or the City of St. Louis jail, as the case may be, for a period not to exceed thirty (30) days or both such fine and imprisonment. The foregoing Ordinance was adopted April 15, 1981.
