HomeMy Public PortalAbout1958-10-18 Meeting19 COUNCIL MINUTES October 18, 1958 The Council of Bal Harbour Village met at 9:30 a.m., Saturday morning, October 18, 1958, at the Village Hall. Those present. were: Messrs. Hart, Beatty, Broeman, and Faulkner. Absent: Mayor Harry A. Brown. Also present were: W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk, and Thomas H. Anderson, Attorney for the Village. In the absence of Mayor Brown, the meeting was con— ducted by Assistant Mayor Hart. The minutes of the regular meeting of September 20, 1958, were accepted as submitted, on motion of Mr. Beatty, seconded by Mr. Faulkner. Mr. Webb then read a notice dated October 15, 1958, from the Corps of Engineers, U. S. Army, at Jacksonville, re— garding an application by Dade County for dredging work at Baker's Haulover and the reconstruction of the South Jetty. He told the Council that the Engineers are not putting any money into this project and their only interest is in whether or not this dredging work will interfere with navigation. He recalled that the financing had been discussed at a meeting which was held at the Kenilworth some time ago and the tentative plan set forth for financing this dredging work was that the County would pay one—third, the Village one—third, and the property owners one—third. He said that Mr. O. W. Campbell, County Manager, will advise when it comes time to discuss what amount of this dredging work will have to be financed by Bal Harbour Village. The next order of business was Plans for 96th Street curb, gutter and sidewalk, but due to the fact that Mr. Whit— taker, our Village Engineer, has not yet submitted a tentative plan for this work, it was tabled until the next meeting. Applications for Taxi Permits were then discussed. The Village Manager told the council that we had issued twenty— one permits last year, which were split up between four companies: Morse Taxi 8 Baggage Transfer, Inc. — 16 permits — operating from the Americana, the Balmoral, and the Kenilworth North Beach Yellow Cab, Inc. — 2 permits — operating from the Beau Rivage Surf Cab, Inc. — 2 permits — operating from the Colonnade Harbor Cabs — 1 permit — operating from the Whitman property 20 Mr. Webb said that last year the Surf Cab Company requested two more permits but they were not granted. This year, they are again requesting these two permits - at the Carlton Terrace - but the Village Manager said that he did not know whether we would be within our rights if we issued them due to the fact that the new Metro taxi ordinance had frozen the number of taxi permits which any city could issue as of last year. Mr. Anderson was asked to render an opinion on this and he said that he felt that we could go ahead and issue these permits, provided the licensee was told about the conflict between the Metro and the Village regulations. Mr. Beatty then made a motion that the taxi applications be granted as applied for, and the Surf Cab Company advised of the probable conflict of regulations between the Village of Bal Harbour and the Metro taxi ordinance. This motion was seconded by Mr. Faulkner, and unanimously carried. The Village Manager stated that there are no problems regarding U-Drive-It permits. He said that we have applications for thirty permits as of this meeting, and that we issued forty- five last year. He also mentioned that several requests were not in as yet but that he anticipated no problem here. Mr. Faulkner moved that we approve the 30 U-Drive-It Permits for the Village. The motion was seconded by Mr. Beatty, and unanimously carried. Mr. Webb then told the Council that he had placed an ad in the Miami Beach Sun, in which Bal Harbour congratulates the City of Miami Beach on their new Exhibition Hall. He also told the members of the Council that the Florida League of Municipalities was having a meeting in Clearwater on October 23rd to 25th, and asked if anyone wanted to attend it but no one was able to go. Mr. Anderson was requested to give his opinion on the new Metro policy which requires that any plumber or electrician must first be issued a certificate of competency by Dade County before the cities will be allowed to issue permits for work within their boundaries. Mr. Webb explained that we have always required the applicant to show his Master's Certificate from Miami or Miami Beach before a permit is issued by Bal Harbour Village. He told the Council that Bal Harbour has adopted and worked under the City of Miami Beach Building Code, and that the City of Miami Beach has not seen fit to adopt the Metro Code, and he wondered whether or not we should adopt the Metro standard as a minimum standard or not. Mr. Anderson stated that he felt this was one instance in which Dade County could render a real service - if they would set up an effi- cient Board which honestly tried tc determine the qualifications of people such as plumbers, electricians, etc., who served the public, and that we should cooperate with them. He further stated that he felt we should continue to follow our Building Code as heretofore since it is better than the Metro Code.
