AN ORDINANCE, authorizing the Executive Director and
Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer
District to enter into Contract E-298 with Sverdrup & Parcel and
Associates, Inc., for engineering services in the Lower Missouri
River Basin, Step 2 design of trunk sewers and interim sewage
treatment facilities in the Caulks Creek watershed, in St. Louis
County, Missouri (Federal Project No. C-291148-02), with an
emergency clause.
WHEREAS, the District requires specialized consulting
assistance for the engineering of said program,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The Executive Director and Secretary-
Treasurer are hereby authorized on behalf of The Metropolitan St.
Louis Sewer District to enter into Contract E-298 with Sverdrup &
Parcel and Associates, Inc., for engineering services in the Lower
Missouri River Basin, Step 2 design of trunk sewers and interim
sewage treatment facilities in the Caulks Creek watershed, in St.
Louis County, Missouri (Federal Project No. C-291148-02).
Section Two. The contract authorized in Section One of
this Ordinance shall be comprised of such terms and conditions as
are approved by the Assistant Executive Director and General
Counsel.
Section Three. An immediate need for sanitary sewer
facilities exists in the Caulks Creek watershed, thus
necessitating that the design of trunk sewers and interim
treatment facilities as hereinabove authorized proceed without
delay in order to preserve the public health. Furthermore, any
such projects that are not fully funded by the end of the current
Federal Fiscal Year, September 30, 1981, could lose Federal
assistance, and the present budget bills before the Congress of
the United States provide for no Federal assistance for the Fiscal
Year 1982 for such projects. Accordingly, an emergency exists
within the meaning of the Plan, and this Ordinance shall take
effect immediately upon its enactment.
The foregoing Ordinance was adopted May 13, 1981.
