Minutes of December 8, 2010 MOTION: by Elizabeth Taylor to approve the minutes of December 8, 2010 Second: Roy Robinson VOTE:5-0-0 2. Brewster Meeting House Restoration Project E-mail from Ellen St.Sure (Brewster Historical Commission) stating groups approval of the project. Woodson- Memorandum outlines overall costs Additional monies for interior and exterior work 92% external Hush- If approved by CPC and Town Meeting, monies will not be available until after July 1, 2011. There will be a contract drawn up between Brewster Meeting House Preservation Committee and CPC. Elliot Carr will be the liaison. It will spell out the timing of the $250,000 payment. Taylor- will maintenance be added to contract? Hush- maintenance is through the church. Taylor- a Historic Preservation Restriction is needed. Robinson- through Town Counsel and Town Administrator, protects our investment to keep it a historic building Carr- exterior remains historic. Hush- we need to discuss what sections the monies will come from? At this point the monies are as follows; Historic $79,000 balance $85,000 after July 1 30% $248,000 $256,000 4th $114,000 $256,000 Robinson- What % is Historic and 30% pool? Carr- I think 50-100 Historic, balance from the 30% section Hush- I recommend $50,000 Historic/ $200,000.30% I feel we should use the "home pot" for some. Ruchinskas -conceptually, I think higher out of Historic Ryder- I think we should consider $75,000 from Historic and the balance from the 30% Taylor- I agree with Paul Ruchinskas, $100,000 from Historic and $150 from 30% St.Sure- I was under the impression it would all be out of the 30% pot. Carr- Really symbolic Hush- $75,000 seems fair Ruchinskas- Appears from the budget that you need all the pledges in hand by the summer in order to do all the work in Phase 1B and that I recall that there is about $300,000 outstanding to be collected. If not all the pledges are received, will you use the CPC $ to do just part of Phase 1B? CPC Minutes 01-26-11 Audio available Page 1 of 2 Woodson- committed to Phase B even if we can't do it all. Contractor is aware of this. The focus is on structural. Hush- $250,000 CPC, $580,000 bank loan, and $670,000 in pledges. Ryder- How is the project coming so far? Woodson- slowed by the weather but working well. More damage inside than we thought. With the $250,000 coming from CPC we can safely say we can use the building. Taylor- This is for restoration not replacement. MOTION: by Elliot Carr to approve $250,000 as requested by the Brewster Meeting House Restoration Project, with $75,000 coming from Historic and $175,000.from the 30%. Second: Terry Ryder VOTE: 5-0-1 Ryder- yes Carr- yes Hush- abstain Ruchinskas- yes Taylor-yes Robinson- yes Hush- process; Elliot Carr will be in touch with Don Schober (BMHRP Chairman) to begin the contract. Ruchinskas- could we get a copy of Historic Preservation Restriction document. 3. Other Projects A. Golf Course- checked with Stuart Saginor - not likely to comply with CPA law as in effect CPA funds would be replacing Town operating funds, portion of the course's debt service." Mark Robinson- other towns have bought private golf course to make public 4. Signs Peter Johnson information; • Style and lettering funded by multiple groups, OK'd for any joint project. • Drummer Boy/Blacksmith and Windmill-put on the building in a smaller version • Work with Peter Johnson on the following; 11 x 6 size for building Windmill Blacksmith Cape Rep • BMHRP- legal costs?
