Ruchinskas seconded VOTE: 5-0-2 In the future; provide more complete minutes- we want just summaries, not who said what Under the new Open meeting law these (March 9) are too sketchy. Broader form of minutes- discussion in the future 2. Any new applications There are no new applications 3. Review status with Housing Partnership of buy-down fund — Milian Douglass Possible new application for affordable housing on town owned properties and related housing matters Update; new or status A. Title insurance requested for 6 parcels (cloudy titles) by Town Counsel. Five of the parcels require legal work; Town Counsel will not do this. Must use a Title search Company (lawyers). Estimate approximately $2000.00 per parcel. Housing Partnership is requesting CPC funds to do that. We must have clear title to proceed with this project. Written proposal will be submitted to CPC. We will be seeking a broad request for proposals for"housing development"; creative ideas and maximize the number of units/ development per parcel. Discussion re: massive title search within Town; standards and costs should be considered as a whole if done as a coordinated approach. Before we bring this to Town Meeting they must go through this title process as per advice of Town Counsel. Town has an immense title problem. Won't have to pay for this until we get an invoice; it is out for quotes now. Formal request submitted today, to be voted when quotes are requested; title work and title insurance. No guarantee that they are viable properties. This is always a risk. At lease one interested party. Title should be included as RFP? Not allowed. The first $10,000 available now; another $10,000 available until July 1st MOTION: by Paul Ruchinskas to approve up to $10,000 from Professional Service account (Housing) for the Title rundown/Insurance for the 5 lots presented by Housing Partnership (Jillian Douglass) Second by Bassett VOTE: 7-0-0 Agassiz Street -14.0 acres Cranview 1-0.31 acres off Slough Cranview 2-0.40 acres off Slough Freemans Way-0.83 acres off Freemans Way Road Lakeshore Drive-1 acre off Great Fields Road This will be done by Comprehensive permit, not grandfathering. They cannot be built upon now "by right". Goal is RFP for all 5 lots. If request comes over what has been allocated would the balance be from the next allocation? B. Housing Buydown; several inquiring. CPC has done 3-4 housing units; 1 @ Belmont, 1@ Great fields and 2 others Done $60,000 altogether. Next one rolls into the $300,000. Biggest impediment is finding something in Brewster that is "affordable". They have to find something they can afford. $186,000 is the magic number/2 bedroom. No one looking for condos. Looking to purchase a home. Affordable will have to be subsidized or on town owned properties. Do we want to buy land for housing? Use the land we already have. Clear title is an issue. Keep moving forward. C. Other Programs Trying to scope potential for clerical help. Not enough to hire someone part-time. Keep building up the funds; good seed money. This contract cannot be signed until after TM approval of funding. This has been reviewed with Brewster Meeting House Chairman. With CPC $250,000 they will finish 1A and 1B, everything is going satisfactorly. Nothing but good faith involved. Historic Preservation Restriction in perpetuity is needed-always public access to this building. We are helping with the restoration of a historic building but we cannot specify its use. Carr will explore this situation; BMHP should apply for this through the state. This may take a while to receive. Total budget for the project should be straightened out. MOTION: by Paul Ruchinskas to re-vote to GRANT $79,000 from Historic and remainder from 30% fund ($171,000) for Brewster Meeting House Project. Starting on the east side/north of Route 6. Verifying title work with Sara Turano-Flores. Not town owned properties. Looking for $5000 to cover legal fees and Mark Robinson's time. Future purchases. Signs; Peter Johnson and Paul Hush met as the "sign sub committee" Signs will read "This project paid for in part with Town of Brewster Community Preservation Funds" The following projects will have signs; Meeting House Grist Mill Windmill/Blacksmiths Shop Children's Playground Tennis Courts-already credited on the board We will buy 5 signs, use 4 with one for the future use.
