AN ORDINANCE, transferring and appropriating Eleven
Thousand Six Hundred Ninety-six and 38/100 Dollars ($11,696.38)
from the Mississippi River Operating Fund; Eight Thousand Five
Hundred Fifty-eight and 33/100 Dollars ($8,558.33) from the
Coldwater Creek Sewer Extension and Improvement Account; and Five
Thousand Four Hundred Twenty and 28/100 Dollars ($5,420.28) from
the Fee Fee Connection Fees Construction Account; to the Sub-
district Planning Fund, to provide for the costs of necessary
planning and services for the District's improvement program.
WHEREAS, the Clean Water Act and its amendments provide
that grant funding for Step 1 planning grants are limited to
defined eligible tasks and services and provide that the grantee
provide funds for the local share of eligible costs and one
hundred percent of non-eligible costs, and
WHEREAS, in the pursuance of work in the Mississippi
River Overflow Regulation Study and Master Plan (Federal Project
C-291077), Coldwater Creek Facility Plan (Federal Project C-
290952) and Lower Missouri River Basin Facility Plan (Federal
Project C-291148), certain work elements related to the training
of District personnel in the proper operation and maintenance of
flow monitoring equipment and systems have been determined to be
ineligible for grant funding or reimbursement and a proper
accounting of such costs has been prepared, and
WHEREAS, the funds herein transferred are to be used
for such Step 1 ineligible services,

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Eleven Thousand Six Hundred
Ninety-six and 38/100 Dollars ($11,696.38) is hereby transferred
and appropriated from the Mississippi River Operating Fund to the
Subdistrict Planning Fund to provide for the costs of necessary
planning and services for the District's improvement program.
Section Two. The sum of Eight Thousand Five Hundred
Fifty-eight and 33/100 Dollars ($8,558.33) is hereby transferred
and appropriated from the Coldwater Creek Sewer Extension and
Improvement Account to the Subdistrict Planning Fund to provide
for the costs of necessary planning and services for the
District's improvement program.
Section Three. The sum of Five Thousand Four Hundred
Twenty and 28/100 Dollars ($5,420.28) is hereby transferred and
appropriated from the Fee Fee Connection Fees Construction Account
to the Subdistrict Planning Fund to provide for the costs of
necessary planning and services for the District's improvement
program.
Section Four. This ordinance, being an appropriation
ordinance, shall take effect immediately upon its enactment.
