Meeting Minutes
June 8, 2011

1. Minutes
MOTION: Paul Ruchinskas by to approve the minutes of May 11, 2011 subject to review of
Item 4.

2 New Applications
No new applications at this point.
There may be a possibility of an Open Space application in the fall.
3. Review Contract Status with Brewster Meetina House Protect
The Brewster Meeting House Project was approved by the Town Meeting on May 3, 2011.
The Brewster Meeting House committee and CPC discussed several aspects of the project; public
access of the building, historical restrictions and a payment schedule.
There seem to be no problems with the public access; it will be used for various public programs and
open to the public at all times. The exterior will always remain historic regardless of what becomes of
the interior use. The CPC recommend the BMH begin application to the state for a Historic Preservation
Restriction on the project.
After much discussion the CPC and BMH agreed upon a payment schedule to include a $50,000
holdback until the project is completed. Cash flow is a difficulty with a project of this scale. All monies
are available (payments of pledges and construction loan) but CPC funding should be starting. It was
reiterated that CPC funds will only be paid against invoices (original and 1 copy) as presented to the
CPC (E.Taylor). This was fine with the BMH committee. A contract will be written by CPC, reviewed
and presented with specifics needed for this funding; final report, pictures etc.
MOTION made by Elliot Carr:
After July 1. 2011 the CPC will pay up to $200,000.00 under the following criteria;
1) invoices are to be submitted to Town through the CPC for payment
2) proof of application from the BMH to the state for a Historic Preservation Restriction
3) a statement of circumstances for community availability of the building is to be
submitted.
Final payment of $50,000.00 will be paid upon completion of project (occupancy permit).

4. Discussion of Mill Sites Project
The original application stated that the wheel was undersized; this was a concern of one of the
Committee members.
This project application and approval pre-dated the Historic Commission thus any questions regarding
this should be referred to the Mill sites Committee.
5. Discussion of CPC Project inventory chart
Elizabeth and Marilyn have worked on this spreadsheet.
There are 2 set-up; alphabetical order and by Town Meeting approval date.
6. Summer Schedule
No specifics decided. Some members will be away for summer vacation.
Topics the Chair did not reasonably anticipate.
• The bill for the signs has been submitted for approval ($975.00)
• Title insurance is moving forward to affordable housing lot purchases.
