Meeting Minutes
The Committee on Personnel and Town Organization met on Thursday, October 30,
2014, at 7:00 PM in the Council Chamber. Present at the meeting was Councilors Susan Falkoff,
Chair, and Stephen P. Corbett, Secretary. Also present were Anthony Paolillo, and Richard
Moynihan, candidates for the Board of Assessors.
The purpose of the meeting was to interview the candidates and make a
recommendation to the Council on their appointment.
Mr. Moynihan has been a Board member since 2005. He summarized some of the
Board's activities and accomplishments as well as future expectations. He described his
background with municipal government, administration and business. This experience makes
him well suited for a role on the Board.
Mr. Paolillo described his background in business, with an emphasis on tax work, as well
his experience as an elected official in Watertown. He identified several issues that could be
explored, including PILOT agreements and negotiations with new developments. It was noted
that Mr. Paolillo's expertise would be a real asset to the Board.
The Committee voted unanimously to recommend the following appointments to the
Board of Assessors: Anthony P. Paolillo for a term to expire May 15, 2015, and Richard V.
Moynihan for a term to expire May 15, 2016. The Committee also noted that Francis J. golden
has been appointed for another term to the Board of Assessors, in his ex -officio capacity.
