HomeMy Public PortalAboutCommunity Preservation Committee -- 2011-09-14 Minutes Date Approved 10-26-11 Vote 6-0-0 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes September 14, 2011 Present: Elliott Carr, Terry Ryder, Paul Ruchinskas, Roy Robinson, Elizabeth Taylor, Tino Kamark, Roland Bassett Jr. and Jeanne Boehm In attendance: Peter Johnson, Elizabeth Bridgewater and Abigail Chapman. 4:30 Call to Order 1. Minutes MOTION: by Roland Bassett Jr. to approve the minutes of August 10, 2011. Second: Elizabeth Taylor VOTE: 7-0-0 2. Introduction of New CPC.Member Martin (Tino) Kamark has been appointed by the Selectmen as a Citizens Representative to the Community Preservation Committee (term to expire in 2012) 3. Possible Articles for Fall Town Meeting A. Seidel Property Map 38 Lot 85 Open Space recommends the purchase of this property with or without state monies. MOTION: by Elizabeth Taylor to grant $270,000 from CPC funds for the purchase of the Seidel property with or without contingency for Town Meeting, Second: Paul Ruchinskas VOTE: 8-0-0 B. Jackson Property, Map 45 Lot 58-206 Open Space recommends this purchase along with State Land Grant funds and the Town of Orleans paying half the price and costs. Approximately $60,000.00 from each MOTION: by Elizabeth Taylor to grant a maximum of $112,000 from CPC funds for the purchase of the Jackson property subject to approval of State Land Grant monies and/or Orleans. Second: Roland Bassett Jr. VOTE: 8-0-0 C. Stony Brook Millsites Lower Mill Pond Dam & Fish Passage Restoration, Map 35 Lot 15+ 47 Multi-part application for $69,640.00 MOTION: by Elizabeth Taylor to grant CPC approval of $69,640.00,limited to the historic dam and fish passage Second: Paul Ruchinskas VOTE: 8-0-0 CPC Minutes 09-14-11 Page 1 of 2 Monies coming from 1/3 Historic, 1/3 Open Space (habitat restoration) and 1/3 30°to. 4. Community Development Partnership Elizabeth Bridgewater gave a brief overview of this organization and this project. In 2006 this unit was purchased with $43,270.00 from CPC as an affordable rental unit It is 300 square feet unit renting for $718.00 not including electric heat. This is too expensive for this unit To be competitive is should be set at $587.00 including heat ($97.00) If the mortgage is paid off, that rent level is achievable. There was a onetime assessment, condo fees $400.00 quarterly No professional management for this project. MOTION: by Elizabeth'Taylor to grant up to $15,500 from CPC funds to pay off the first mortgage by Community Development Partnership as presented . To come from Community Housing Funds. Second: Paul Ruchinskas VOTE: 8-0-0 5. Upcoming meeting with Finance Committee Fin Corn has expressed concern regarding; Open Space (land off the tax roles), understand watershed, housing and debt reduction numbers. Topics the Chair did not reasonably anticipate. 1.
