HomeMy Public PortalAboutCommunity Preservation Committee -- 2011-12-14 Minutes Date Approved January 11, 2012 Vote 7-0-1 Town of Brewster COMMUNITY PRESERVATION COMMITTEE Meeting Minutes December 14, 2011 Present: Elliott Carr, Terry Ryder, Paul Ruchinskas, Elizabeth Taylor, Roland Bassett Jr., Leonard Avery and Tino Kamark Member Missing: Jeanne Boehm and Pat Busch In Attendance: Jillian Douglass and Ellen St.Sure 4:33 Call to Order 1. Introduce new member Len Avery; appointed by Brewster Housing Authority as Housing member. 2. Minutes MOTION: by Paul Ruchinskas to approve the minutes of October 26, 2011 as presented Second: Rollie Bassett VOTE: 7-0-0 Discussion regarding November 9, 2011 meeting notes; NO VOTE 3. Open space appraisal request Will go into EXECUTIVE SESSION to discuss this property further (at the end of the meeting) as it is in negotiations. 4. Ellen St.Sure letter regarding Glass Plate Negative project • Grant was given in 2004 through the Brewster Historical Society • According to Steve Jones they are in compliance of the application • According to Memo of Understanding; all Glass Plate Negatives (430) have been digitized but only 45 are available on the internet. All others can be viewed on the BHS computer at their museum. They feel this meets "sufficient public accessibility". • Ellen feels this is not adequate for research purposes. • CPC feels both groups (BHS and archivists) should get together and work this out. • There is a question as to whether there is security and protection (temperature and humidity control) for these documents. Tino Kamark was asked to compose a letter to be sent to BHS regarding open issues regarding this application. MOTION: by Terry Ryder to have Tino Kamark to compose a letter to be sent to BHS regarding open issues regarding this application. Second: Rollie Bassett VOTE: 6-0-1 5. Discussion of improved procedures for following up on future grants. The CPC has discussed more adequate follow-up of grants; A liaison will be assigned each project with the goal of not overburdening any one member. Recipient will be asked to return to CPC about every 6 months to give an update Final report MUST be submitted before final payment is made Grants not started within 2 years will be cancelled and must be re-applied for unless they return for an extension of project. Paul volunteered to be the liaison for the recent Nickerson Condo award to the CDP CPC Minutes 12-14-11 Page 1 of 2 6. Brewster Meetinghouse Project No Certificate of Occupancy yet Final check will be issued when Certificate of Occupancy is issued 7. Stimulate housing grants? • Housing Partnership is now defunct as it does not have enough members for a quorum. • Buydown is relatively inactive, should be revisited, $290,000 left • Perhaps a new Housing group to include bankers, real estate people and community • Need a Housing discussion with the Board of Selectmen • Discussion of eminent domain • Lack of a dedicated Housing Specialist is an issue • Town Counsel will draft Nickerson Condo agreement • Town is unable to get title insurance on the 4 Town-owned lots set aside for affordable housing, and eminent domain seems to be the only option in order to move forward." 8. Financial report format for Committee purposes • Elliot has drafted another form 9.
