HomeMy Public PortalAbout05286 O R D I N A N C E NO. 5286 AN ORDINANCE, transferring Six Hundred Fifty Thousand Dollars ($650,000.00) from the Sugar Creek Operating Fund to the Fee Fee Sewer Extension and Improvement Fund; transferring Seven Hundred Ten Thousand Dollars ($710,000.00) from the Fee Fee Connection Fees Account as a loan to the Fee Fee Sewer Extension and Improvement Fund; and appropriating Twenty-six Million Five Hundred Forty-two Thousand Six Hundred Seventy-three Dollars ($26,542,673.00) from the Fee Fee Sewer Extension and Improvement Fund, of which Two Million Six Hundred Fifty-four Thousand Two Hundred Sixty-eight Dollars ($2,654,268.00) is to be used to pay the District's ten percent (10%) share; a grant of Nineteen Million Nine Hundred Seven Thousand Four Dollars ($19,907,004.00) has been received from the Environmental Protection Agency, and a grant of Three Million Nine Hundred Eighty-one Thousand Four Hundred Dollars ($3,981,400.00) has been received from the Missouri Department of Natural Resources for Contracts LM-02 and LM-03 (Construction of the Grand Glaize Treatment Plant); LM-04, (Construction of the Grand Glaize Outfall Sewer); LM-05, LM-06, LM-07, and LM-08 (Construction of the Grand Glaize Interceptor Sewer to the Barrett Station Lagoon); LM-09 (Construction of the Grand Glaize Interceptor Sewer from the Barrett Station Lagoon to the Manchester Treatment Plant); and LM-10 and LM-11 (Construction of the Sugar Creek Interceptor Sewer); Federal Project C-290875, and providing for repayment of said loan. WHEREAS, the District has received a seventy-five 2 percent (75%) grant from the Environmental Protection Agency of the United States to pay seventy-five percent (75%) of the cost of said project, and WHEREAS, the District has received a fifteen percent (15%) grant from the Missouri Department of Natural Resources to pay fifteen percent (15%) of the cost of said project, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. The sum of Six Hundred Fifty Thousand Dollars ($650,000.00) is hereby transferred from the Sugar Creek Operating Fund to the Fee Fee Sewer Extension and Improvement Fund. Section Two. The sum of Seven Hundred Ten Thousand Dollars ($710,000.00) is hereby transferred from the Fee Fee Connection Fees Account as a loan to the Fee Fee Sewer Extension and Improvement Fund. Section Three. The sum of Two Million Six Hundred Fifty-four Thousand Two Hundred Sixty-eight Dollars ($2,654,268.00) is hereby appropriated from the Fee Fee Sewer Extension and Improvement Fund to pay ten percent (10%) of the cost for Contracts LM-02 and LM-03 (Construction of the Grand Glaize Treatment Plant); LM-04, (Construction of the Grand Glaize Outfall Sewer); LM-05, LM-06, LM-07, and LM-08 (Construction of the Grand Glaize Interceptor Sewer to the Barrett Station Lagoon); LM-09 (Construction of the Grand Glaize Interceptor Sewer from the 3 Barrett Station Lagoon to the Manchester Treatment Plant); and LM- 10 and LM-11 (Construction of the Sugar Creek Interceptor Sewer); Federal Project C-290875. Section Four. The grant from the Environmental Protection Agency of the United States amounts to Nineteen Million Nine Hundred Seven Thousand Four Dollars ($19,907,004.00), which will be deposited in the Fee Fee Sewer Extension and Improvement Fund and is to pay seventy-five percent (75%) of the cost for Contracts LM-02 and LM-03 (Construction of the Grand Glaize Treatment Plant); and LM-04, (Construction of the Grand Glaize Outfall Sewer); LM-05, LM-06, LM-07, and LM-08 (Construction of the Grand Glaize Interceptor Sewer to the Barrett Station Lagoon ); LM-09 (Construction of the Grand Glaize Interceptor Sewer from the Barrett Station Lagoon to the Manchester Treatment Plant); and LM-10 and LM-11 (Construction of the Sugar Creek Interceptor Sewer); Federal Project C-290875; and said amount is hereby appropriated to be used to make said payments when due and payable under the terms of the contracts for said project. Section Five. The grant from the Missouri Department of Natural Resources amounts to Three Million Nine Hundred Eighty- one Thousand Four Hundred Dollars ($3,981,400.00), which will be deposited in the Fee Fee Sewer Extension and Improvement Fund) and is to pay fifteen percent (15%) of the cost for Contracts LM-02 and LM-03 (Construction of the Grand Glaize Treatment Plant); LM- 04, (Construction of the Grand Glaize Outfall Sewer); LM-05, LM- 4 06, LM-07, and LM-08 (Construction of the Grand Glaize Interceptor Sewer to the Barrett Station Lagoon); LM-09 (Construction of the Grand Glaize Interceptor Sewer from the Barrett Station Lagoon to the Manchester Treatment Plant); and LM-10 and LM-11 (Construction of the Sugar Creek Interceptor Sewer); Federal Project C-290875; and said amount is hereby appropriated to be used to make said payments when due and payable under the terms of the contracts for said project. Section Six. The Director of Finance is hereby directed to repay the loan as specified in Section Two above as funds become available in the Fee Fee Sewer Extension and Improve- ment Fund. Section Seven. This ordinance, being an appropriation ordinance, shall take effect immediately upon its enactment. 5 The foregoing Ordinance was adopted October 26, 1983.
