COUNCIL “PRE-MEETING” WORK SESSION, DECEMBER 18, 2017
CALL TO ORDER
The City Council “Pre-Meeting” of December 18, 2017, was convened at 5:47 P.M. by
Mayor Carrie Tergin.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Miscellaneous Agenda Items
- Mayor Tergin will speak on the remembrance of Janice McMillan.
- Steve Crowell and Sonny Sanders will present the December Outstanding
Employee Award to Diane Cary.
- Matt Schofield and Mayor Tergin will present the Fred J. Otto Proclamation.
The family of Mr. Otto will be introduced by Mayor Tergin.
Public Hearing
- Eric Barron will present pending Bill 2017 -93, a rezoning bill for the property
addressed as 1707 Stadium Boulevard.
Appointments by the Mayor
- Gail Strope will present the boards and commissions appointments.
Consent Agenda
- A Capital Region Medical Center representative will be at the meeting to
answer any questions regarding item D on the Consent Agenda – A request
to amend the permissive use of right-of-way granted to Capital Region
Medical Center for the Center Island of the Roundabout at Stadium Boulevard
and Jefferson Street.

Bills Introduced
- Councilman Graham will have questions on 2017-103.
- Ryan Moehlman will present Bills 2017-102, 2017-103, and 2017-104
pertaining to the April 3, 2018 election.
- Eric Barron will be presenting Bill 2017-105 and 2017-106.
Resolutions
- Councilman Henry will be offering an amendment to RS2017-50 to correct the
year listed in the resolution title from 2017 to 2018. Sonny Sanders will
present RS2017-50 pertaining to the Community Development Block Grant
Policy & Procedure Manual.
