HomeMy Public PortalAbout2017-12-181 REGULAR COUNCIL MEETING, DECEMBER 18, 2017 CALL TO ORDER The Regular Council Meeting of December 18, 2017, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Henry, seconded by Councilman Prather, to adopt the agenda. The motion to adopt was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin presented a remembrance for Janice McMillan. Mayor Tergin announced the Fountain of Hope Tile Dedication for Ms. McMillan scheduled for Tuesday, December 19th at 5:15 P.M. on High Street. City Administrator Steve Crowell, and Director of Planning and Public Services Sonny Sanders recognized Diane Cary as the City’s December Outstanding Employee. Fire Chief Matt Schofield and Mayor Tergin presented the Fred J. Otto proclamation. PUBLIC HEARINGS a. Rezoning 1,120 square feet from RS-4 Single Family Residential to C-O Commercial for Property Addressed as 1707 Stadium Boulevard i. Associated Pending Bill 2017-93 A staff presentation was made by Senior Planner Eric Barron. Following the staff presentation, the following persons came forward to speak on the issue: 2 REGULAR COUNCIL MEETING, DECEMBER 18, 2017  Patrick Kremer of Central Missouri Professional Services, made a presentation on behalf of the property owner at 2500 E. McCarty Street. He spoke in favor of the bill.  Leonard Steinman also spoke in favor of the bill. At the conclusion of the public testimony, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated pending bill. 2017-93 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 1,120 SQUARE FEET OF LAND ADDRESSED AS 1707 STADIUM BOULEVARD FROM RS-4 SINGLE FAMILY RESIDENTIAL TO C-O OFFICE COMMERCIAL. Bill 2017-93 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15750: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR Mayor Tergin recommended the following appointments for Council approval. Councilwoman Wiseman made a motion, Councilman Graham seconded to approve the appointments as recommended. The motion to approve was carried unanimously. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Mayor Announcements and Events Mayor Tergin provided details of the following activities and events in which she had recently participated, and events which would occur in the near future:  Reminder that all events are posted on the City’s calendar at jeffersoncitymo.gov  Wreaths for Heroes was held last Saturday, December 16th.  Councilmembers, Mayor Tergin, and staff toured Adrian’s Island. Another tour will be scheduled in the Spring.  Special Olympics, First Annual Power Hour Plunge was held December 6 at 4:30 P.M. in downtown Jefferson City. The $10,000 fund raising goal was met. Planning and Protective Services Announcement Director Sonny Sanders announced two upcoming public hearings regarding fair housing. 1. January 3rd, 4 P.M. – 6 P.M., Council Chambers 2. January 4th, 4 P.M. – 6 P.M., Dorothy Pack Community Center PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS Art Hernandez, Chair of the Historic Preservation Commission and Brian Bernskoetter, representing the Missouri Board of Realtors spoke on Bill 2017-105. They expressed their concerns and the need for understanding the Historic Preservation ordinance. CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. The motion carried unanimously by voice vote. A motion was made by Councilman Hussey for adoption of Resolution RS2017-20 as Amended, seconded by Councilwoman Ward, and approved unanimously by the following roll-call vote: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None 7 REGULAR COUNCIL MEETING, DECEMBER 18, 2017 INFORMAL CALENDAR There were no items on the Informal Calendar at this time.
