COMPREHENSIVE WATER PLANNING COMMITTEE (CWPC)
REGULAR MEETING
Monday, June 13, 2011 at 4:30 pm
Brewster Town Office Building
Chairman Lem Skidmore convened the CWPC meeting at 4:35 pm in the Brewster Town Office Building with members,
Russell Schell, Elizabeth Taylor, Bruce Evans, and Dave Bennett present.
Absent: John Lipman, Joanne Hughes, Pat Hughes

Committee re-organization, elect a new chairperson
Vice Chair Skidmore asked for nominations from the committee. Bennett Nominated Skidmore for Chair, Taylor Second,
Nomination was accepted and closed, Vote, All Aye, 5-0-0
The committee decided to postpone the nomination of Vice Chair to next meeting.
Bennett agreed to continue as Clerk, Taylor Nominated, Schell Second, Nomination was accepted and closed, Vote, All
Aye 5-0-0
Update on Status of Bridge Projects
Leven gave an update. Six vendors replied to the Data Synthesis GIS/Build out proposal. There are eight copies available
for distribution. Lewis, Gallagher, Miller, Hughes, (Kathy) Lambert, and Leven are reviewing the proposals. Skidmore
requested a copy. Bennett volunteered to review the proposals. Leven will request other copies (Will inquire about PDF's)

Ponds Work- Ed Eicher has the SMAST contract signed by the Town. He will get them signed by UMass. Storm water
— SEA is talking to Bob Bersin and will report back. They will send us something to review.
Bennett mentioned that Mr. Bersin has a GIS plan without outfalls. Leven said he has CAD. Bennett is concerned about
losing direction with Mr. Bersin. Leven explained what DPW needs vs. the CWPC. Bennett suggested inviting Bersin to the
next meeting. The committee agreed.
Review Final Version RFP Phase II IWRMP
Leven stated it is not the final version. It includes comments from others. There was discussion regarding "final version"
The committee just received the document via email this morning. Bennett suggested postponing discussion to the next
meeting. Skidmore asked the committee to send Leven any comments. Leven would like the comments by the end of the
week. Before 8 am on Monday. 6/20/11.

Update on Namskaket Marsh
Bennett provided an update to the committee. He has been in touch with Jay Burgess at the Tri Town Plant. He
distributed charts for discussion of four monitoring wells and two surface water stations at Hurley's Bog. He will send
Leven color charts. He will also send a copy of the ground water discharge permit. He explained the charts to the
committee. In summary, Bennett does not see a significant change in the ground water concentrations through time
associated with the effluent treatment of the Tri Town Plant. The data is not complete. He explained further.
Bennett suggested the committee should contact the Town of Orleans to ask for the data from Peter Weiskel of USGS
*Orleans has funded his research. Either Orleans owns the data or it is a public record.
Bennett suggested that the committee's consultant should pursue this information further. It is a very time consuming task.
The committee should write a letter to request the information. Lewis asked the group about the wells. Is the wells part of
the original Tri Town? Bennett does not know. The wells shown here in the handout are part of Tri Town. Bennett
explained further. Lewis asked additional questions. There was continued discussion between Bennett, Lewis and
Skidmore.
Skidmore summarized. 1)This committee needs to ask for the data from Orleans and 2) Our consultant should review this
data.
Bennett is trying to understand if this is going to damage Brewster's resource. Skidmore suggested Bennett send these
comments to Leven for the proposal of Phase II. The committee agreed. Skidmore thanked Bennett for his work.
Leven will email George Meservey and ask if they want a formal letter requesting the data from Mr. Weiskel.
Schell questioned next steps forward. Lewis confirmed that this is the next step. He also agrees that the consultant needs
to review the data for the next phase. He thinks the committee needs to be proactive. He complemented Bennett on
accomplishing a good relationship with Tri Town.
Evans commented about Namskaket ownership reserved for Brewster. He expressed concerns about the Namskaket
loading for Brewster's use. He questioned what the CWPC needs to say.
Skidmore explained the last two letters plus this letter and what the actual requests are.
Schell is concerned about being far away from quantification or dividing up shares. The criteria are not clear.
Skidmore explained that getting more data will move us forward.
Other Business:
Taylor announced an upcoming meeting: Wed. @ 5 pm, Town Hall, Orleans Comprehensive Water Management Plan
Subcommittee (Cape Cod Commission)6/15/11.
Miller mentioned the Pleasant Bay Steering Committee meeting, 4 pm Town Hall, Room C. 6/14/11

Lewis announced another upcoming meeting, Monday 6/20/11 presentation at Town Hall to BOS, re: Ocean Mgmt.
DCPC.
Skidmore thanked Pat Hughes for her work as Chair of the CWPC.
Bennett asked about the open position on the Board. Lewis is the appointments Chair. He asked if anyone knows anyone
who might be interested in joining the committee. Please send names to Lewis. Need citizens at large.
The committee discussed options.
Review minutes from 5/9/11
There was discussion on the chair voting. Skidmore mentioned Robert's Rules. It was determined it is a local decision to
include the Chair in the votes.
Bennett made a Motion to accept minutes as amended.
