AN ORDINANCE, authorizing and directing the Executive
Director and Secretary-Treasurer on behalf of The Metropolitan St.
Louis Sewer District to enter into Contract E-442 with Sverdrup &
Parcel and Associates, Inc. and Havens and Emerson, Inc. a joint
venture, for professional services for the Bissell Point Secondary
Treatment Project (Part of Federal Project No. C-290641).
WHEREAS, the District has completed the design of
Secondary Treatment Facilities at the Bissell Point Treatment
Plant which was initiated in 1974, and
WHEREAS, the United States Environmental Protection
Agency and the Missouri Department of Natural Resources assigned
the Bissell Point Secondary Treatment Plant Improvements a low
priority and both Federal and State funding was not allocated for
construction, and
WHEREAS, significant amendments have occurred in both
the Federal and State laws and regulations governing the required
level of sewage treatment, and requirement for water quality in
the Mississippi River, and
WHEREAS, the District has experienced substantial
increases in energy and labor costs which make it desirable to
reevaluate and revise the original Bissell Point Secondary
Treatment design to incorporate current technology to optimize the
effectiveness of these facilities,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The Executive Director and Secretary-
Treasurer are hereby authorized and directed on behalf of The
Metropolitan St. Louis Sewer District to enter into Contract E-442
with Sverdrup & Parcel and Associates, Inc. and Havens and
Emerson, Inc., a joint venture, for professional services for the
Bissell Point Secondary Treatment Project (Part of Federal Project
No. C-290641).
The foregoing Ordinance was adopted January 25, 1984.
