Kick-off meeting with Horsley Witten Group (HWG): Build out-GIS/Data Synthesis project Mark Nelson, Principal and Geraldine Camilli, GIS Specialist/Engineer was present from HWG. The committee welcomed Nelson and Camilli. Nelson addressed the committee. Presentation Summary: Nelson met with Leven. He provided an overview of the project scope. 1. Build out—Existing Land Use Inventory and Assessment 7. Future Conditions 8. Community Preservation 9. He has raised some questions re: open space. *SE corner of town Camilli reviewed the Data Collection Progress. It includes a scope of work and what they know is available. They are working with Kathy Lambert to get proprietary databases. Committee Comments: Taylor asked about BOH records for private wells. Skidmore explained further. There are paper records. Hughes, J presented a 1993 chart from Cape Cod Commission and offered it to Camilli. Lewis asked if it is unusual to not have private well records. Nelson explained there is a little of both. There was a general discussion regarding private wells. Skidmore asked about the new permitting system and if there was an update. Leven updated the group re BOH GeoTemps, BMSI. The consultants are reviewing the situation and will provide an update on the data. Data Collection/Camilli Camilli reviewed the Data Collection Progress July 18, 2011 Committee Comments: There was a discussion about conservancy soils. Bennett suggested this should be part of the build out analysis. Taylor questioned updated layers for review by the consultants. Gallagher has MA GIS soil map with Wetlands plus other conservation/environmental related maps, available. Leven and P. Hughes said there had been some refinements made to the MEP watershed boundaries by CDM, assigning watersheds that were included in both the Namskaket and Pleasant Bay watersheds to one or the other, where possible. There was discussion about watersheds and the changes to the Bass River watershed were noted. Bennett asked to revisit the location of private wells. He asked about if the committee needs to know locations of septic systems. Hughes J disagreed. She said CDM suggested septic systems in GIS. Condition vs. location was discussed further. Nelson said it is really about treatment. Pump or alternative may be not peak efficiency. Probably don't need location. Need to know age, soils, heavily used areas, water use. The committee and Lewis discussed this topic further. The next topic was Water quality. Bennett is concerned about water quality. Town of Eastham project was discussed. Ground water discharge permits are state records. They discussed adding an IA layer to GIS. Project Review/Nelson: Nelson reviewed the Project Schedule. It is a 6 month project. Taylor asked about number of build outs. She explained dirt road bylaw, affordable accessory dwellings, etc. These can change build out characteristics. Nelson explained there are a few ways to handle this. There will be future conversations once they have data, to make decisions with the build out options. Taylor asked about rentals being converted to year round homes. Flows? % need to be determined. Nelson mentioned comprehensive permits. Leven shared the information in the proposal with Hughes. Hughes asked about training. Nelson explained it would involve one day with approximately eight people. He wanted to know will this data be organized if someone is interested in alternative waste water treatment. Could we get the data? Nelson believes so. Modifying the code exercise is possible in the training. A lot of"what if" scenarios available. Nelson shared examples. Schell stated the overall objective of the town is wastewater management. It should be kept in mind for all GIS planning. Nelson explained it is part of the goal with build out. He shared additional examples with waste water planning. Hughes, P asked if you can calculate storm water flow/generation. Nelson said it depends on how accurate your impervious layer is. He explained you need good topo for that to be reliable. He shared an example from RI. Hughes asked Leven - how frequently does the town get flown? Geo references? Leven discussed with Bersin. Possibly a year or two ago. Bersin said the original map was done in 2003. Leven has a catch basin map from 2005. Leven explained that Pictometry is fairly recent and is good for viewing, not sure about capabilities. The committee had a discussion about Google Earth and fly over's. Viewing vs. digitizing information Camilli from HWG explained further. Bennett gave an overview of other projects. The overview included storm water catch basins and outfalls. Bennett said there is little run off to sandy soils. Nelson explained further. Lewis commented about non paved private roads and how storm water flows into the ponds. Build out was discussed further amongst the committee. There was further discussion about subdividing so many lots you have to put in special system. Nelson explained "what if"strategies going forward and said these will guide what you want to do and document the benefits. Seasonal use vs. Year round use was discussed. Lewis stated that the information needed is available from the assessor's department of the treasurer's department. Hughes, P was glad to hear the committee will be part of the "what if'scenarios. Skidmore asked about status reporting. Nelson explained monthly progress reports are sent with the invoice. Skidmore would like to know about problems right away. Nelson confirmed that type of communication is important. The committee thanked Nelson and Camilli for coming tonight. Hughes, P made a Motion to adjourn, Bennett, Second, All Aye, Vote 7-0-0 The meeting ended at 6 pm.
