Also Present: Sue Leven, Jim Gallagher, Chris Miller, Peter Johnson Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to audio tape this meeting they are required to inform the chair." Documents: 072511_A: Scope from SEA, Cover page from Sue Leven. 072511_6: Email from Ryan to Leven. Citizen Forum–None. Hinckley's Pond Update Leven gave an update to the committee. She met with Harwich representatives recently and explained Brewster's position. She said Brewster would like to work on Hinckley's and Seymour. She explained CWPC cannot fund a major study. The timeframe is undefined. Frank Sampson asked Leven if the committee is willing to go forward with this. If so, they will negotiate a better price. Committee Comments: Hughes, P recommended the committee emphasize further actions on Seymour and Hinckley's Pond. (Based on consultant's report.) Leven explained that Harwich is having trouble with Hinckley's Pond and they are looking at surrounding ponds to find out more. Bennett supports investing in the study and encourages further discussion. He suggested sharing data with them and find out what they have for us. (CDM study) Leven explained investment is between $10 and 15k. Skidmore agreed to go forward. Hughes, J agrees with Bennett about reviewing the scope first. There was further discussion about Hinckley's and Seymour. Miller explained Hinckley's Pond is not in Brewster. She estimates the committee will have just under$75k for Phase II. She gave an update to the committee regarding the finances. Committee Comments: Hughes, J asked about how the dollar amount is being explained in the RFP. Leven explained it is important to have a total figure before Town Meeting. She will be asking vendors what they can do with i.e. $50k and then how much the committee will need to ask for, going forward to Town Meeting. Town Meeting may be in October. The committee discussed options in the proposal. The vendor will be required to commit to a complete budget. The RFP has been revised and sent to Town Counsel. Status of Bridge Projects: Data Synthesis-GIS/Build-out, Ponds, Storm water Geo-location HWG: Skidmore talked to Camilli about water quality data. (Barnstable county data &other sources) The data needs a parcel ID. Skidmore and Miller are investigating.using a volunteer or existing staff to update the necessary spreadsheets. Storm Water: Leven gave an update. Reference: Scope of Work from SEA. Leven and Gallagher are identifying catch basins. Leven explained she would not be sending out to other firms. She will have a meeting with SEA next week to work out the project management. She should have a proposal by the next meeting. Leven is working with Miller. Hughes, J asked about contributing to the cost with DPW. Leven explained. Miller thinks priorities are different(DPW and CWPC) There was further discussion. DPW storm water permit, etc. Leven shared an email from Kirsten Ryan at SEA about IWMRP defined water sheds and impervious areas on the map. Hughes, P and Leven discussed the data further. Bennett agrees with Miller's comments about DPW and CWPC priorities. He suggested staying focused on budget and CWPC priorities. Leven will update Sumner. SMAST Ponds—No update, Miller left meeting at 5:00 pm. Work is ongoing. Comments on Orleans CWMP DR! Leven gave an update. Taylor sent an update via email. Orleans asked for a continuance to review the draft decision. Review minutes from 6/27/11, Review action items Review minutes from 6/27/11 Hughes, J made a Motion to accept minutes as written. Skidmore Second. All Aye. Vote 6-0-0. The committee reviewed the action item list. Comments for the by-law: PB public hearing 8/24/11. Leven explained the process. Storm water discharge by-law Skidmore asked the committee to review the by-law and to send comments and questions to Leven. 8/15/11 Skidmore and Leven to the BOS. Leven will give Skidmore and update on the budget. Finance Committee—8/17/11. Planning Board— Leven will double check the dates.
