Absent: Joanne Hughes, Dave Bennett Also Present: Sue Leven, Jim Gallagher, Chris Miller, Peter Johnson Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to audio tape this meeting they are required to inform the chair." Character and Extent of Engineering and Supplemental Services 080811_C: From Leven: Small Town and Rural Planning Article 080811_D: CWPC Action Items, Updated 7/27/11 Citizen Forum — Peter Johnson Johnson announced that Mills& Gills sponsored by Brewster Historical Society is sponsoring an event, 8/27/11 10:00 am to 3:00 pm. The event takes place at the Mill site, Drummer Boy Park, and the Museum of Natural History. Leven explained their will be a CWPC/Planning table. A shuttle bus will be running from the different locations. Parking is available at Drummer Boy Park. Review By-law Governing Discharges to the Municipal Storm Drain System Copies were distributed to the committee members. Leven provided an update to the committee and explained Planning Board minor changes. Leven explained this by-law is going to the Planning Board 8/10/11 to be referred to the BOS. Then there will be a public hearing 9/14/11. Gallagher asked about the difference between Page#4 and Page#6. Leven explained it will probably be combined. (Prohibited activities and enforcements). The committee discussed the by-law further. Committee Comments: Hughes, P encouraged minimizing duplication. She asked if it will it be part of PB subdivision rules and regulations. Leven explained it will probably be a general by-law. Miller mentioned a Town by-law that prohibits boat washing at town landings. He said this by-law should not be saying it is"ok"to wash boats and have the water go into a pond. Contradiction? Miller questioned the washing of boats in the street. Leven encouraged members to come to the PB meeting. He feels that this should not be happening. Taylor thought we had regulations that water is not supposed to runoff property. Leven and Taylor discussed. Leven explained that the Board has reviewed this by-law for three months. Skidmore comment to Planning Board w/P. Hughes Exemptions 48, h,j, k (page 4 of 9) Hughes, P: suggested that we are committed to finding different low cost ways to preserve and protect ground water quality and surface water quality. We want to encourage property owners to manage runoff from roof, activities in driveway and that runoff remains on their property and that there are ways to do so. There was discussion regarding 4.B and others listed below. (a.b.c.d.) etc. Miller suggested a permit from the town. i.e. dumping pool water Skidmore suggested Taylor make comments to the Planning Board. Hughes, P stressed emphasis to find simple ways for property owners to minimize what gets discharged into the public system. (Goal for water quality protection) Johnson expressed there may not be a practical way to stop people from washing vehicles in their driveways. Bersin explained freezing problem in the winter time. From DPW this creates an icing hazard. Schell said 15t paragraph— MS4, most of these provisions are good.Was the intention to limit it to the urbanized area? Leven explained it was written to comply with MS4. The Board did not intend it to be just the urbanized area. Schell suggested revising section 1. Skidmore suggested members send any comments to Leven before Wednesday. Hughes, P—4.B. h, i,j (page 4 of 9) Add "residential property" activities taking place on your property. It indirectly says not on Public Street or town landing Miller—"residentially zoned properties". Miller does not agree. Miller, Leven and Hughes, P continued discussion. Taylor and Bersin discussed street sweeping. Re: Page 4.B. I. Leven explained a general by-law takes a majority to pass. Miller and Hughes, P discussed the exemptions further. He shared an example of a basement pumping out water to the street. He is concerned about foundation drains. Leven agreed it is imperfect but if it does not go through at Town Meeting, we risk being fined. Skidmore and Taylor agreed to organize all residential exemptions together. Bersin gave a discharge definition. Schell asked about storm water discharge to protected wet lands? (He shared an example) Gallagher explained it is in the wetlands protection act. He explained restrictions on 100 ft. of wetlands, etc. Leven, Bersin and Gallagher discussed further. Status of Phase II RFP Leven provided an update. People are working on responses. Fuss and O'Neil declined. She sent one to Wright/Pierce. 9/8/11 is the due date. Status of Bridge Projects: Data Synthesis-GIS/Build-out, Ponds, Storm water Geo-location Skidmore provided an update. He is looking into the GIS identifier into well test data. He does not have the staffing plan yet. He is working with Geraldine at HWG. Leven said we have a contract with SEA to do the storm water mapping. Leven sent a map of catch basins and a list. She provided a handout to the committee. They will be meeting sometime in September. Hughes, P said we asked to be part of the technical committee, adaptive management plan. She read from the document. It only mentions"the Town" and she assumes this only means Orleans and not Brewster. Leven thinks everything involving Namskaket includes Brewster. Is the Town on the Technical Review Committee? Taylor suggested sending a letter to the Cape Cod Commission (Andrea Adams). Hughes will draft a letter and send it to Leven. Review letter at next meeting 8/22/11. Review minutes from 7/11/11, Review action items Review minutes from 7/11/11 Taylor made a Motion to accept minutes as written. Evans Second. All Aye. Vote 4-0-0. Hughes, P abstain The committee reviewed the action item list. *Comments to Leven by end of day Tuesday 819/11.
