(508) 896-3701 x1233 ,EgRre.R,;',5 FAX (508) 896-8089 ookolino _ Date Approved:9/26/11 Vote:7-0-0, Bennett abstain TOWN OF BREWSTER MINUTES OF COMPREHENSIVE WATER PLANNING COMMITTEE (CWPC) REGULAR MEETING Monday, August 22, 2011 at 4:30 pm Brewster Town Office Building Chairman Lem Skidmore convened the CWPC meeting at 4:32 pm in the Brewster Town Office Building with members Bruce Evans, Russell Schell, Pat Hughes, Joanne Hughes, Dan Ryan, and Elizabeth Taylor present. Absent: Dave Bennett Also Present: Sue Leven, Jim Gallagher Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to audio tape this meeting they are required to inform the chair." Ryan provided some background information. The committee welcomed Ryan. Status of Phase II RFP Leven provided an update for the committee. She explained we are waiting on proposals which are due 9/8/11. Companies bidding on the project: Horsley Witten Group, GHD, AECOM, Wright Pierce, Stone Environmental, CDM. Status of Bridge Projects: Data Synthesis-GIS/Build-out, Ponds, Storm water Geo-location Leven provided an update for the committee. Leven will get an update from Miller and send to committee via email. Kirsten Ryan from SEA is ready to provide the committee with an update on 10/11/11. (Tuesday Meeting) Skidmore provided an update regarding the data synthesis project. The committee reviewed a 7/31/11 progress report from Horsley Witten Group. Tammi Mason in the Health Department is working on cleaning up well water data in Excel spreadsheets. (Barnstable County Lab Well Data). Skidmore explained we will have a database of wells and well tests that can be combined with the assessor's database. Hughes, J and Skidmore discussed the criteria further. Skidmore explained this is a good start. Schell asked Leven a question about access to backyards. He is concerned about storm water drainage from Slough Pond into Walker's Pond. Schell would like to know if this is included in their scope. Schell inquired about private property. Leven explained the emphasis is on Town areas. Schell is asking about two large outputs to Walker's Pond. Leven can check to see if SEA included this and email the committee. Skidmore explained the testing process for private wells. I.e. real estate transfer you need to test it. If you rent your house in Brewster you are supposed to test your well. There is no enforcement. Leven provided an update regarding the Hinckley's Pond Project. Harwich is going forward without participation from Brewster. Schell stated that Hinckley's Pond and Walker's Pond have similar health problems. He would like to know how the scope of work helps Brewster's problem. Leven explained Harwich is trying to figure out what is happening with Hinckley's Pond. Schell and Leven discussed further. Leven explained the scope is being re-worked based on Harwich funds only. Hughes, P acknowledged the question and explained the Hinckley study further. Brewster's problems are not as important to Harwich. They are focusing on Hinckley's Pond. Taylor asked about the depth of Hinckley's Pond. Leven will find out. Review letter to the Town of Orleans. (Orleans CWMP DRI) Skidmore provided an overview. Brewster was not included in the Technical Review Committee. The committee reviewed the letter from the BOS. Status Updates to Board of Selectmen & Finance Committee Skidmore provided an update for the committee. There were two handouts. Finance Committee asked many questions of Leven and Skidmore. BOS asked only a few questions. Leven explained that we need to have information in simple language for the other Boards and Committees. Leven and Skidmore shared comments from both meetings. Hughes, P asked about concerns with the finance committee. Leven explained once there are proposals and clear numbers they will understand. Skidmore explained the need to inform finance committee for Fall TM. Saturday Mill's and Gill's Event: Drummer Boy Park from 10—3pm Leven provided an update. Planning and CWPC will have a table. There will be coloring for kids and a large poster of the water cycle. Schell asked about collecting email addresses. Leven has a list and it is not exclusively Brewster residents. She sends news to this group. Leven will have a list for collecting email addresses. Review minutes from 7/18/11, 7(25/11, Review action items Minutes from 7/18/11, Hughes P provided text changes. Hughes, P made a Motion to accept minutes as corrected. Taylor Second. All Aye. Vote 6-0-0. Ryan abstain Minutes from 7/25/11 Hughes, P made a Motion to accept minutes as written. Hughes, J Second. All Aye. Vote 6-0-0. Ryan abstain The committee reviewed the action item list.An updated list will be emailed to the committee. Schell expressed concern that the meeting with CCGA and the bog owners is taking a long time. Leven and Taylor explained further. Leven will ask for 10 copies, and 2 electronic copies. The proposals come in on the 8th. Members can pickup copies at the Planning Office. Leven will email the committee. The committee will decide on the 12th if there is a need for a subcommittee to interview vendors. Leven will provide Sumner with a number to expect for the cost of the Phase II proposal. Leven will find out the deadline. The committee asked about Town Meeting Date.
