LOUIS SEWER DISTRICT, ON THE PROPOSITION WHETHER TO ISSUE THE CLEAN WATER REVENUE BONDS OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT, IN THE AMOUNT OF $60,000,000 FOR THE PURPOSE OF CONTROLLING WATER POLLUTION BY CONSTRUCTING A SYSTEM OF SEWAGE TREATMENT FACILITIES, INTERCEPTORS, AND APPURTENANCES, INCLUDING MATCHING FEDERAL AND STATE GRANTS THEREFOR, TO ASSURE THAT DISCHARGES TO THE MISSISSIPPI, MISSOURI AND MERAMEC RIVERS AND THEIR TRIBUTARIES COMPLY WITH THE FEDERAL CLEAN WATER ACT, THE COST OF OPERATION AND MAINTENANCE OF SAID SYSTEM AND THE PRINCIPAL OF AND INTEREST ON SAID REVENUE BONDS TO BE PAYABLE SOLELY FROM THE REVENUES DERIVED BY THE DISTRICT FROM THE OPERATION OF ITS SEWERAGE SYSTEM, INCLUDING ALL FUTURE EXTENSIONS AND IMPROVEMENTS THERETO; DESIGNATING THE TIME OF HOLDING SAID ELECTION; AND AUTHORIZING AND DIRECTING THE SECRETARY-TREASURER TO GIVE NOTICE OF SAID ELECTION. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. That a special bond election is hereby ordered to be held in the Metropolitan St. Louis Sewer District, on Tuesday, August 7, 1984, on the following proposition: PROPOSITION Shall Clean Water Revenue Bonds in the amount of Sixty Million Dollars ($60,000,000) for the purpose of controlling water pollution by constructing a system of sewage treatment facilities, interceptors, and appurtenances, including matching federal and state grants therefor, to assure that discharges to the Mississippi, Missouri and Meramec Rivers and their tributaries comply with the Federal Clean Water Act, be issued by the Metropolitan St. Louis Sewer District? The authorization of said bonds will authorize the District to fix, establish, maintain and collect rates and charges for the services provided by the District through its sewerage system, including all extensions and improvements thereto hereafter constructed or acquired by the District, in addition to the other rates and charges for such services provided by law, as will produce income and revenues sufficient to provide funds to pay the costs of operation and maintenance of said sewerage system and the principal of and interest on said bonds as they become due, to provide for the establishment of reasonable reserves therefor, and to cover emergencies and anticipated delinquencies. Section Two. That the Secretary-Treasurer be and he is hereby directed to give notice of said special election by advertisement published once a week for at least three (3) consecutive weeks in two newspapers of general circulation and published within the bounds of The Metropolitan St. Louis Sewer District, the first publication in each of said newspapers to be made at least twenty-one (21) days prior to the date of the election and the last publication to be made not more than seven (7) days prior to the date of said election. Section Three. That the form of the Notice of Bond Election for said special election, a copy of which is attached hereto and made a part hereof, is hereby approved. Section Four. That the Secretary-Treasurer is hereby authorized and directed to notify the Board of Election Commissioners of St. Louis County, Missouri, and the Board of Election Commissioners of the City of St. Louis, Missouri, of the adoption of this Ordinance no later than 5:00 o'clock P.M. on June 12, 1984, and to include in said notification all of the terms and provisions required by the Comprehensive Election Act, Chapter 115, Missouri Revised Statutes, 1978, as amended. [The following notice must be published in compliance with Section 115.127(2) Missouri Revised Statutes, 1978, as amended.] NOTICE OF BOND ELECTION METROPOLITAN ST. LOUIS SEWER DISTRICT Notice is hereby given to the qualified voters of the Metropolitan St. Louis Sewer District, that the Board of Trustees of the District has called a special election to be held in the District on Tuesday, August 7, 1984, commencing at 6:00 o'clock A.M. and closing at 7:00 o'clock P.M., on the question contained in the following sample ballot: OFFICIAL BALLOT SPECIAL CLEAN WATER REVENUE BOND ELECTION METROPOLITAN ST. The authorization of said bonds will authorize the District to fix, establish, maintain and collect rates and charges for the services provided by the District through its sewerage system, including all extensions and improvements thereto hereafter constructed or acquired by the District, in addition to the other rates and charges for such services provided by law, as will produce income and revenues sufficient to provide funds to pay the costs of operation and maintenance of said sewerage system and the principal of and interest on said bonds as they become due, to provide for the establishment of reasonable reserves therefor, and to cover emergencies and anticipated delinquencies.
