Chairman Lem Skidmore convened the CWPC meeting at 4:30 pm in the Brewster Town Office Building with members
Dave Bennett, Bruce Evans, Russell Schell, Pat Hughes, Joanne Hughes, Dan Ryan, and Elizabeth Taylor present. (8)

Status of Phase II RFP Proposals: Discuss proposals and refine interview questions for Oct 11 meeting with
consultants
Lem addressed the committee. HWG and GHD coming 10/11/11 to discuss proposals.
Committee Comments:
Bennett and Taylor asked about the financial information that Sumner and Leven received.
Skidmore asked if Leven could summarize this information without including the financial information. Taylor asked if they
could see a copy but redacted (financial information).

The committee discussed the number of public meetings recommended.
Ask Sue, could HWG discuss completed projects and give examples of completed projects.
The committee wants to hear from both groups. Skidmore summarized. He asked for any other significant comments.
The committee reviewed interview questions
Hughes, P asked about showing total hours by person.
Hughes, J asked Skidmore to review comments about the last contract.
Skidmore and Hughes, J -status reports and interaction with the committee
• Separate invoices from status reports and status reports once a month to the committee
• Skidmore prefers tasks completed and current tasks according to the contract
• Hughes, P provided a template to Leven in the past regarding the type of reporting that concerns Skidmore. Was
this included with the RFP?
• Skidmore commented that an updated Gant chart would be helpful. This might be a contract issue and not a
proposal issue.
Hughes, J suggested asking GHD about the video for local cable and web site. Can the committee get a quote?
Bennett suggested asking GHD about the importance of what is going on at Nickerson State Park.
The committee discussed water treatment at the park.

Hughes, P suggested asking HWG about the importance of climate change to wastewater solutions.
Hughes, P asked about the dense housing areas, Lower Road, Paine's Creek parking lot. (Areas of high ground water)
(High percentage of impervious surfaces). Business development on Route 6A is important to consider.
Skidmore asked Moore to put together a list of questions for the committee to review before the 10/11/11 meeting with the
consultants.
Hughes J, is concerned about other campgrounds in town that have not changed hands recently. It is possible that they
have cesspools. No inspection or oversight until the property is sold. No certificates of compliance for Nickerson because
it is state owned and managed.
Bennett confirmed. Same enforcement in Nickerson as seasonal camps?
Schell commented on Lower Road and that if you compare a number of houses showing no evidence of elevated title 5
systems. Then you see one that does, you think that property was recently sold. There are probably many that have taken
no action. (Based on visual inspection).
Hughes, J confirmed.
Skidmore read Schell's email questions.
1) For each watershed upgradient from Pleasant Bay, Herring River and Stony Brook, will the Phase II consultant
identify the number of parcels smaller than 60,000 square feet and the total area of the parcels smaller than
60,000 square feet? (Reference, CDM Report, Section 3.3.7 and Figure 3-8).
2) For storm water overflow from Elbow Pond to Walkers Pond, through a piper under Cranview Road, will the
Phase II consultant prepare a conceptual design for storm water retention and phosphate reduction? (Reference,
HWG Proposal, 9/9/11 Page 8).
Schell added additional clarification to the committee.
Bennett likes Schell's questions. (Referenced the aerial photographs of water sheds). Identify clusters of density that are
major contributors.
Hughes J, added that HWG knows the town better now because they are working on the build out. She was excited to
read about GHD but really excited to read HWG's proposal.
Hughes, J suggested asking GHD about specific issues mentioned by HWG. (Water Quality Protection By-law)

HWG proposal may be expensive long term. We should not assume that the other consultant cannot do the same.
Bennett asked if the GHD proposal is only for the money set aside. It may end up costing more.
Schell observation— Both proposals address the drinking water supply. We have not considered it much. Recently, well
#6 they are proposing to run the main from well#6 to well#4 through the Punkhorn. They won't be using main they put in
from Slough Road. He wonders about the justification for the capital expenditure (main) on Slough Road. Schell asked
Taylor for comments. Taylor had no comments.
Taylor has heard presentations from both groups. She stated they both do excellent presentations to the public. GHD is
working in Eastham and Dennis. Taylor liked the HWG proposal.
Status of Bridge Projects: Data Synthesis-GIS/Build-out, Ponds, Storm water Geo-location
Skidmore received a spreadsheet from BOH regarding well data. (About 460 wells) Skidmore will work with Geraldine.
Gallagher told the committee that there is an Algae bloom in Upper Mill Pond and Lower Mill Pond. The pond study
people have taken samples. (probably a blue green algae). Gallagher will mention to BOH.

Schell commented that it is interesting that the town owns the only questionable part of Walker's Pond where algae
becomes a problem. He referenced a recent land purchase. Walker's Pond shore line and cranberry bog parcel, permitted
years ago that a rectangular shallow area be excavated and a screen was put across the normal pond perimeter in order
to be a source of water for a cranberry bog. Now that the shallow area becomes warmer and more stagnant, denser algae
growth occurs, while the rest of Walker's Pond is not adversely affected. The bog is closed. There is a Conservation
restriction. Gallagher stated that is an area where they want to limit access. Schell suggested using fill in that area.
Orleans CWMP DRI Update
Taylor stated there is a meeting in Barnstable 9127/11at 2:00 pm, and have not received anything yet. Re: Skidmore and
Bennett asked about the letter from the BOS. Bennett suggested writing to the CCC. Taylor will send a draft of the
decision via email. CCC public hearing to be held 10/13/11.
Re: Waquoit Bay letter and flyer—Hughes P summarized their program. They are updating needs assessment. Topics,
training, issues for boards and committees. Taylor received an email with a link to a survey. Hughes J explained that they
are looking for email addresses so you can participate in their survey. The committee asked Moore to send all email
addresses to the CTP.
