Absent: Pat Hughes, Bruce Evans Also Present: Jim Gallagher, Sue Leven, Chris Miller Recording or Taping Notification "As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to audio tape this meeting they are required to inform the chair." Documents: *Note—GHD and HWG proposals and cost summaries on file. Citizen Forum None Status of Phase II RFP: Discuss presentations from GHD and Horsley Whitten Group— 10/11/11 Meeting Committee Comments: HWG, 6-0 Schell was absent 10/11/11. In his opinion, on the basis of the written proposal, HWG was more informed. The GHD proposal was general with Brewster added in. Schell favors HWG. Ryan agrees with Schell. His choice is HWG. Ryan liked their management style. The HWG project manager fielded questions himself and his staff supported him. GHD project manager seemed like a "hands off' manager. Regarding naysayer questions: You need to have someone who knows what is going on especially facing a public audience. Both consultants had good presentations. HWG was more in tuned to Cape specific projects. GHD seemed regional or nationally focused. Skidmore agrees with Pat Hughes. (Hughes submitted a vote to Leven and Skidmore) He stated the presentation was clear and they (HWG) understand what we want. Bennett agrees with Ryan. HWG (both in written proposal and presentation). Nelson was well prepared. They have good perceptions on how to do things. HWG is not a big pipe company Hughes, J stated HWG is innovative, creative, and have the pulse of the Town. HWG's proposal was not a generic proposal. Taylor explained she has worked with both of them through the CCC. Taylor was unimpressed with GHD and impressed with HWG. Leven stated GHD had a program manager and a project manager. The main contact would be the project manager. Leven did not get a good sense of her, since she did not present. Leven is pleased with Nelson. HWG had a strong team image. Leven really enjoyed working with Nate Weeks. (GHD) Miller is familiar with Weeks and likes the work he has done. Recently did work with Nelson, through the Pleasant Bay Alliance, Fertilizer Management Plan and stated Nelson was outstanding and did a great job. His choice is HWG. Gallagher would have been happy with either consultant. Hughes, J made a Motion to pursue HWG, Taylor Second, All Aye, Vote 6-0 Leven shared financial information and summarized resources and costs. Bennett mentioned the 3 engineered concept plans to solicit funds. This is a good value and significant. GHD $194,150, HWG $199,220 • Leven will call Nelson to let him know about the vote. Leven explained the proposal will be directly attached to the contract. The scope of work and deliverables are based on the proposal. Leven asked the group to review the proposal to make any changes. Taylor asked about flexibility as they go through the process. Leven confirmed and said they may pick up small projects as well. The committee was asked to send any concerns to Leven. Taylor asked about grants. Leven said HWG will recommend grants. Leven will write letters to each firm and call each firm. Leven distributed cost proposals from each consultant. Discuss Town Meeting request for funds Leven presented a summary. The committee is requesting $95k to continue work at Town Meeting. $118k funds available. It has been approved by the Finance Committee. It is a BOS request for professional services. (Specifically for CWPC, not a separate article.) Review minutes from 9/26/11, Review action items Russell Schell submitted edits via email. Taylor made a Motion to accept minutes as corrected (Schell edit) Hughes, J Second, All Aye, Vote 6-0 Topics the Chair did not reasonably anticipate— None. • Taylor made a Motion to adjourn, Bennett Second, All Aye, Vote, 6-0 The meeting ended at 5:06 pm. Leven emailed information to the committee 10/18/11. Miller will check with Ryan on sampling 10/24/11 Questions: Schell question about outputs to Walker's Pond. 10/24/11 Is SEA looking at town drainage to Walkers? From Slough and Elbow into Walkers Pond Leven can check to see if SEA included this and email the committee. SMAST or SEA- Leven will check Phase II PPP: Proposals are in from HWG and GHD Committee chose HWG. Leven will contact both 10/24/11 HWG and GHD. Committee should review HWG proposal and send an concerns to Leven • Orleans CWMP DR!
